HomeMy WebLinkAbout03-02-11 Bicycle Advisory Board Minutes Bozeman Area Bicycle Advisory Board March 2, 2011, 6 p.m. City Hall Commission room, 121 North Rouse Summary of Actions from Meeting Minutes: • ACTION:Jason will write up Peach Street revisions and send out for board review. Will be submitted by March 14th to the city. • ACTION: Rebecca will follow up with Steve regarding deadline structure for Bike Map. • ACTION: Come up with list of things that we want to put in front of the commission on night of joint meeting. Put on April meeting agenda. Some prep work by Rebecca. • ACTION: Joint coordinating with PTSC. Next meeting April 13th at noon. Planning Office (2"d floor conference room). A) Call meeting to order 1. Board members present: Bill Bartlett, Elizabeth Williamson, Bill Cochran,Jason Delmue,Audrey Kalinowski, Rebecca Gleason, Sam Haraldson 2. Others present:John Vandelinder, Carson Taylor, Nonnie Thompson.,Jeremy Mistretta, Cale Van Velkinburgh, Ralph Zimmer B) Public Comment 1. None. Q Minutes - February 1. Approved. D) Board Application/Recruitment- update 1. Carson is checking on Nonnie's application. Has not heard back from Aimee yet. Hope to know by next board meeting. E) Peach Street/Whittier School - update 1. March 21"Peach Street options will be reviewed by city commissioners. 2. Options for commissioner's review: 0 Do nothing This board generally meets the 1"Wednesday of the month, Board meetings are open to all members of the public. Question by Elizabeth: Will commissioners think like we are thinking?Carson states, One issue may be that it will be more expensive to meet the south-side only parking. From city commission document: cost difference between the"no parking at all" option and the "parking on just one side of the street" option is$15,620 vs. $11,000. 4. MOTION to RECOMMEND: "We recommend that the commission allow parking on the north- side, no parking on the south-side, with bike lanes on both sides of the street." Based on the following reasoning (provided by Jason): (1)that bike lanes absolutely must be included on both sides in order to be safe and effective for bike commuters, (2)that BABAB's and Alta's original recommendation for having parking only on the south side was based on the MISTAKEN assumption that parking was necessary for Whittier School, (3)that the Whittier principal has indicated a preference for NO parking adjacent to Whittier on the S. side of Peach, and (4)that it seems that having parking on the North side is more necessary than on the south side as a result of Cravins and the owner on the NE corner of Peach and Grand (b/c parking is not allowed on the E. side of Grand). Note:Approved later in meeting 5. ACTION:Jason will write up revisions (based on the above) and send out for board review. Will be submitted by March 14th to the city. F) Bike Map - update (Steve) 1. Board created dates for edit and printing for the bike map. 2. ACTION: Rebecca will follow up with Steve. G) Distracted Driving - Senate Bill 251 update and discussion 1. Revised Senate Bill 251- bill's sponsor says it is supposed to only ban texting by drivers. Instead the bill appears to state more to this. Not exactly sure why yet. Basically it is a poorly written bill and its exact intent and rules are unclear.They were considering trying to create an amendment to the bill. At present, it seems it has gone back to committee. At motion of the bill's sponsor by Kristine Khoff man (Senator from Helena). Committee may amend the bill. Will vote on the bill again. The may vote no this second time.Then it will die in the committee. 2. Should we support a bill that only goes as far as texting?Sam believes Distracted Driving should be the focus on the initiative. Is anything better than nothing? This board generally meets the 1"Wednesday of the month, Board meetings are open to all members of the public. Bill C. says what makes the more sense is to re-write the bill to a broader state that bans distracted driving in the case of cell phone/smart phone use. 4. Bill B. makes a motion to create a set of parameters for the board president to promote position that we support only the original bill language created by Christine. H) Joint BABAB/PTSC meeting date and time with City Commissioners 1. Distracted Driving update by Bill Bartlett: • PTSC would rather have a Monday night city commissioners meeting in April rather than March. Asked for April 18th or 25th • What will the commission meeting be like? Carson doesn't think the commission has a lot of issues so it will be a round-table like discussion • ACTION: Come up with list of things that we want to put in front of the commission that night. • Carson suggested start with: "Why are bikes important?" • Bike Coordinator(see below) • Distracted Driving Bike/Ped 1. Bike/Ped.-want to restart this idea 2. More MT cities with Bike-Ped. positions 3. City staff meeting with PTSC was a bit more optimistic than when they met with BABAB (Ralph) 0 Tim McHarg suggested the relevant city staff would meet monthly or bi-monthly meeting- are still open to this. 4. Bill C. suggests mill levy for parks and trails and staff member? (1 mill $80,000). 5. Key to this is in Carson's perspective: Why do we need this position?Why is this a wise use of tax payer's money? How will it make us a better community? What will be different with this person?What will they be doing? 6. ACTION: do some joint coordinating with PTSC. Next meeting April 13th at noon. Planning Office (2"d floor conference room). I) Leverich Canyon - project update 1. Tabled until April meeting. Greg will come with an update. This board generally meets the 1"Wednesday of the month, Board meetings are open to all members of the public. Updated the Bike Week Planning spreadsheet. 2. Created weekly meetings for Bike Week planning.
