R., Rebecca G., Jason D. Others Present:John V., Allen Steckmest ACTION ITEMS 1. Distracted Driving: Bill Bartlett will track ordinance development through commission and city attorney's office. Will ask Aimee to track for us as well. Bill will let us know when a draft ordinance has been devised, so that we can weigh in 2. NURB: Sarah C. will write a formal letter summarizing our supportive position on Peach proposal. 3. Bike Counts: Steve Bretson will call Joe to ask him to present and discuss bike count process at November meeting. 4. Pilot Light Campaign: Bill C. will look into cost and availability of a repeat deal on lights through Portand Bike Works. Steve B. will create/look into a better label for the lights 5. Bicycle Benefits/Bike Count: Rebecca (and Nonnie?) will write a letter to the editor with results of the bike count and existence of Bicycle Benefits. Elizabeth (and Audrey) will organize a table at the Ski Swap in November to sell Bicycle Benefits stickers. Rebecca: Banff Film Festival; Bill C. Fall GVBC Party, Unknown: Bike Swap 2012, and Audrey: Bike Week 2012. Rebecca will write a letter supporting Bicycle Benefits to Town & Country 6. Bike Lane Priorities: Priority subcommittee (Audrey, Eliz., Bill & Sam) will continue to create priority document for BABAB to review (in November) and to present to commission (in January). Eliz. Will contact Chris Mehl/John V. to make sure still timely in January and Aimee to get it onto Jan's agenda. MEETING MINUTES I. Public Comment 1. Steve likely not to renew as a board member for 2012. Jenna Fallow interested, let her know likely opening in January 2. Allen Steckmest is from MSU and applicant for bike board II. Bike Map 1. 5,000 total maps-John V. said one of the most popular things the city's produced! III. September Meeting Minutes 1. Approved IV. Distracted Driving 1. City Commission meeting update 1. Ralph Zimmer, Sam Miller, Tom Keck, Kent Madden 2. Tom brought a recent Virginia Tech. Study found texting and dialing (5xs more likely), texting in big trucks 23xs more likely to have an accident 3. Believe there will be a ban on novice driving and texting 4. Bill B. believes the Billings city ordinance is likely what Bozeman will use 5. City Commission gave questions to the attorney 1. Primary or Secondary violation 2. No criminal ramifications, be a civil law 3. ACTION ITEM: Bill B. will watch for the ordinance development and will ask Aimee V. NURB 1. Need to write a formal letter regarding our position on their proposal 2. ACTION ITEM: Sarah will write a formal, provide to Sam to bring by October 12" VI. Bike Count 1. Joe would like us to use the data for our work 2. Would like BABAB to run this in upcoming years, wants to pass the ball 3. ACTION ITEM: Eliz/Steve will call Joe to ask him to come in to present and discuss the process and results in November 4. If we want to apply to get certification as a "bicycle friendly community" should use this data 5. Should we present the data to the city? Present with the striping priority list 6. ACTION: Present data during Bike Week and Prep volunteers; sign up list VII.Bike Map Distribution 1. Getting more out and have almost used up all the maps VIII. Pilot Light Campaign 1. We do have more 2. How to fold into a larger safety campaign 3. Keep up at the Bike Kitchen 4. Can keep getting funds from the city 5. Bill C. will look into getting a repeat deal 6. ACTION ITEM: Write letter to the editor, Report on bicycling: counts, bicycle benefits, etc. (Nonnie? Rebecca?) 2. ACTION ITEM: Give bicycle benefits stickers to the commissioners and city staff? Present with bike lane striping priority list 3. Sell stickers! 2011 to 2012 1. Action Item: board member present at Bike Swap , Ski Swap (Elizabeth), Bike Week (Audrey), Fall GVBC Party (Bill), Banff Film Festival (Rebecca) X. Bike Lane Priorities 1. Present to commission January 1. List of priorities,justifications, how we prioritized 2. Give a demonstration location for paint, to show what it is like (Maybe pick one on each of 4 quadrants that has high bike traffic and high vehicle traffic?) 1. N. Wallace, S. 11th, Lamme, Olive 2. Present to entire BABAB in November 3. Eliz will email Aimee to get it on the agenda XI. New Business (for November agenda) 1. 3M has offered to give a discounted SIGNS unique to Bozeman (trying to drum up business), what do we want to do? 2. Cameras for bike use detection: $30,000 (100% effectiveness) 3. Could reprint "Share the Road" bumper stickers 4. Want better quality stickers
