HomeMy WebLinkAbout04-06-11 Bicycle Advisory Board Bozeman Area Bicycle Advisory Board April 6, 2011, 6 p.m. City Hall Commission room, 121 North Rouse Summary of Actions from Meeting Minutes: • ACTION: Make the ask to photographers about a cover photo for Bike Map (able to be cropped to portrait)-applies to all BABAB members. • ACTION: send BABAB logo to Tom Keck, Steve and Sam (Eliz) • ACTION: Steve will send all logos for sponsors to Elizabeth, Eliz will send on to Anna Dingman (anna(@dinemandesiens.com) • ACTION: Bill C., Sam H., & Bill B. will attend Wed.,April 13th PTSC meeting at Stiff Building (on Olive) • ACTIONS: For April 18th meeting, board members will summarize/outline the following major goals/points which Bill C.will consolidate and present to the commissioners. • Bike-Pedestrian coordinator(Rebecca) • Distracted Driving Ordinance(Bill B.) • Downtown Business District Planning(Bill C.) • Getting the City Commissioners to codify recent city policies and improve staff administration's alignment of implementation with policy(Rebecca/Bill C.) • Bike Lanes Network(Sam and Audrey) A. Call Meeting to Order B. Introductions I. Non-members: Lucas Thompson (NECO, Director Earth Day Coord), Sarah Thompson (sarah.k.compton @gmail.com),Tom Keck (Collin's Coalition), Inge Perkins (Bozeman High, ingeperkins @vahoo.com), Carson Taylor II. Members: Sam Haraldson' Audrey Kalinowski, Rebecca Gleason, Bill Bartlett, Elizabeth Williamson, Bill Cochran,Jason Delmue, Steve Bretson C. Public Comment I. Tom Keck- Collin's Coalition would like a yes or no about ideas for safety in Bike Week a. Poker Safety Game—deck of cards, oriented toward safety, award for best hand b. Hyalite Community Ride—Saturday, May 14th, GVLT Fundraiser for a safe pedestrian crossing on Highland II. Lucas- would like to nurture a relations between NECO (Network of Environmentally Conscious Organizations) a. Earth Week, April 201h i. Putting on a "bike day" ii. Have some students interested in a liaison position D. Peach Street Recap I. Will model after Babcock, which Jason feels is a perfect fit for Peach II. Discussion on functioning for city staff in terms of biking III. Brings up need for Bike-Ped. Coordinator IV. Why did engineering staff choose an anti-bike lane position? V. Not sure complete streets is fully integrated into the staff mind-set a. Another reason why a Bike-Ped. Coordinator is important VI. City Manager is responsible for Complete Streets and board relationships, if he can't do this then a hire is needed VII. Carson suggested that we bring up at next meeting: We were assured by city staff that bike lanes were integral to design changes within the city E. Map Update I. ACTION: Make the ask to photographers about a cover photo for Bike Map (able to be cropped to portrait)-All BABAB members! a. Commuter, wearing a helmet, nice day, mountains in background b. Want to draw the viewer in: bright, cheery, fun photo c. Children too in picture would work d. Iconic Bozeman e. Artwork another option f. Photo credit: could do a side shot g. ACTION: send BABAB logo to Tom Keck, Steve and Sam (Eliz) F. Distracted Driving Update I. Dead in the state legislature (a good thing b/c they had morphed it into something useless) II. Three elements that the city was going to review in Summer a. Police chief would document distracted driving cases b. Billings story c. National research update III. May not make it through the commissioner's goal setting (will know this after next week commissioners meeting) a. If not, not worth spending political capital on b. It may make it into the goals c. If it doesn't make it through city's goal setting, still may want the petition for a state- wide/national ordinance and to raise awareness G. Bike Week I. ACTION: AnnaCcDdinemandesiens.com (Eliz will email schedule to her) II. ACTION: Steve will send all logos for sponsors to Elizabeth III. Suggestion for Anna: Call out party on poster: Bike From Work Party (with a cross out) H. City Commission Meeting Strategy I. According to Carson, there will be an opportunity for a give and take: a. What do we want from the commission?They will tell us what they want from us b. Where has the commission "failed" BABAB, where have they succeeded c. ALL should come prepared to talk about each of our experiences II. We will be an item on the agenda: a. BABAB and PTSC will be at a front round-table for discussion b. What 3-4 major issues would we like help on: i. Brainstorm: What are our major priorities that we would like City Commission would help on • Bike-Pedestrian coordinator (Rebecca) Don't want to wait for MPO designation for funding. • We've heard from city staff/administrators that this is functioning well, but Peach Street is an example of how this isn't happening • For the creation of a highly functioning bicycle-pedestrian network • Cooperation within and between staff and community • Overburden on volunteers. Gap between documents and action. Underachieved and actions are not meeting values • Need an economic justification- numbers of users are likely to go up (price of gas, implementation of climate action recommendations) • Distracted Driving Ordinance (Bill B.) • Bike Lanes Network (Sam and Audrey)-getting more on-the-ground projects • Finishing Baxter to get the schools connected to bike routes • Downtown Business District (Bill C.)- What is going to happen to the downtown connectors based on the downtown business plan: Mendenhall, Babcock and how this will influence biking downtown • Rouse and South Stn • Getting the City Commissioners to restructure staff administration to incorporate transportation plan and biking (Rebecca/Bill) • Implementation aligns with stated policy • Peach was a red flag • Police more on-board with biker friendly community ii. What do we have in common with PTSC? • ACTION: Sam, Bill B., Bill C. will be BABAB liaison • Bike-Pedestrian Coordinator, Bike Lanes?, and Driving Ordinance
