SUBJECT: Authorize the City Manager to sign a one-year, $10,000 consulting and
services agreement with GCS Research, Missoula, MT for the management, maintenance and
upgrades of Site Selector software.

RECOMMENDATION: Authorize the City Manager to sign a one-year, $10,000 consulting
and services agreement with GCS Research, Missoula, MT for the management, maintenance
and upgrades of Site Selector software.
BACKGROUND: Please refer to the January 17, 2012 City Commission memo wherein the
subject line reads “Authorize the City Manager to sign Memoranda of Understanding with
various agencies and entities including Prospera Business Network, Gallatin County, MT, Park
County, MT, the City of Livingston, MT and Gene Cook Realty detailing the relationship and
obligations for payment of a portion of fees to the City of Bozeman for the Montana Site Selector
Project for a two-year period from the date of the execution of a signed contract between the City
of Bozeman and GCS Research” for more details on the Site Selector partnership.
The attached contract represents the culmination of the efforts of many organizations and
individuals; see January 17, 2012 memo for partnership derails and Attachment 1, Exhibit A for
specific Site Selector software functionalities.
The intention of the partnership is that the City of Bozeman will execute and manage the Site
Selector contract on behalf of the partnership and be reimbursed for appropriate proportional
costs. The GCS contract terms represent a one-year commitment, however, the Site Selector
partnership, through the previously discussed MOUs is committed to a two-year pilot program
for the purposes of evaluating the success of Site Selector. Contract terms for the second year of
Site Selector service is $5,000 for the management, maintenance and upgrades of Site Selector
software.

FISCAL EFFECTS:
The GCS contract represents a $10,000 commitment for one year. The contract is renewable
each year and the Site Selector partnership is committed to a two year program. If approved, the
contracted amount for year two totals $5,000. Currently the Site Selector partnership consists of
6 members. Under the current configuration and with the proposed MOUs as the instrument by
which the City is reimbursed, the City of Bozeman is committed to contributing 1/6 of the total
contract cost which amounts to approximately $1,666 in year one and $833 in year two. If
approved, and for the sake of simplicity and timeliness, the City of Bozeman will execute and
manage the GCS contract and be reimbursed by the partners in amounts equivalent to their
proportional share of the contract.
