SUBJECT: Haggerty Lane Apartments – Farmhouse Partners Limited Partnership’s request
for a letter of support from the City to the Montana Board of Housing (Low
Income Housing Tax Credit Program)

RECOMMENDATION: Authorize the City Manager to sign a letter supporting the Farmhouse
Partners Limited Partnership’s application to the Montana Board of Housing for low income housing
tax credits for the proposed Haggerty Lane Apartments project.
BACKGROUND: Farmhouse Partners Limited Partnership (Farmhouse Partnership) has submitted a
request for the City’s support of the group’s application to the Montana Board of Housing for low
income housing tax credits. Farmhouse Partnership is proposing the construction of an 11-unit
affordable apartment complex on the south side of Haggerty Lane east of the Haggerty Lane Cottages.
Farmhouse Partnership completed an informal review for the project with the Development Review
Committee (DRC) in December. The project will be required to submit for preliminary and final site
plan approvals through the Planning Office before it is authorized for construction.
To be known as the Haggerty Lane Apartments, the project will consist of three 2-story buildings
containing ten 2 bedroom units and one 1 bedroom unit. 100% of the proposed units will be leased to
households earning less than 60% of area median household income. Two-thirds of the units will be
leased to households earning less than 50% of area median income. One unit will be leased to
households earning less than 40% of area median income. The project would be operated as an
affordable rental property for a minimum of 46 years. Attached is a copy of Farmhouse Partnership’s
letter of request and supporting materials.
UNRESOLVED ISSUES: The Community Housing Advisory Board (CAHAB) is scheduled to
review this item at their January 12, 2012 meeting and make a recommendation to the Commission.
This recommendation will be forwarded to the Commission prior to the January 17, 2012 Commission
meeting. (Note: This item was scheduled for the January 17, 2012 Commission meeting in order that
Farmhouse Partners would be able to meet their Montana Board of Housing application deadline).

We are looking forward to Farmhouse Partners Limited Partnership’s development of
Low Income Housing Tax Credit Apartments on Haggerty Lane on Tract 4A-3 of Minor
Subdivision 162 D in the City of Bozeman. We wholeheartedly support your efforts to
provide new, affordable multifamily housing in this area of Bozeman.
The City of Bozeman is experiencing continued growth and affordable housing has
become in short supply. Your proposed 11 unit project consisting of ten 2 bedroom units
and one 1 bedroom unit will help meet the need of small and large families at or below
60% of the median income. With the increased cost of living in Bozeman, we feel that
affordable housing of this type will address the needs of our community.
We look forward to the addition of your affordable multifamily project to our
community.
