HomeMy WebLinkAboutResolution No. 4361, Change order 1 for Main Pool Pump replacement project at swim center Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: James Goehrung, Superintendent of Facility Services Chuck Winn, Assistant City Manager SUBJECT: Approve Resolution 4361 authorizing the City Manager to sign Change Orders #1, for the main pool Pump Replacement Project at the Bozeman Swim Center 1211 West Main Street. The combined Change Orders for this resolution is for the dollar amount of $1,070.00. MEETING DATE: January 9, 2012 AGENDA ITEM TYPE: Consent RECOMMENDATION: Approve Resolution 4361 authorizing the City Manger to sign Change Order #1 for the main pool Pump Replacement Project at the Bozeman Swim Center 1211 West Main Street in the amounts of $1,070.00 BACKGROUND: Facilities has been working with Dan McCarthy at the Swim Center to fully close out the pump replacement project. The main pool pump malfunctioned in September of 2009. During the process of getting the pool back on-line the aquatic staff met with many parties (repairmen, water dept., and engineers) to determine the best fix. The pump was repaired well enough to get through the remaining fiscal year. The consensus was to replace the pump as soon as possible. The pump system was replaced with a high efficiency pump that is 10% more efficient than the current pump. This will reduce the amount of electricity needed to keep the pool water circulating. A variable frequency drive (VFD) was installed to control the speed of the pump depending on the need for flow. This drive will be controlled by the flow rate of the water going into the pool. The advantage to this system is that the pump is only spinning as fast as it needs to maintain the water flow rate that is needed at the time. The previous pump ran at full speed at all times and then a manual butterfly valve was used to scale back the volume of water. Pg 1 43 In the VFD system as the filters become more plugged with dirt, the VFD will provide a greater amount of power to maintain the proper amount of water flow. The opposite situation is also true, that as the filters are cleaned the amount of power needed is reduced, and then the VFD will provide less power, therefore less energy consumption. During the installation of the pump there were some reviews and recommendations made to change the installation of the pump. The pump discharge assembly was raised to allow for a new flex connector. These changes, recommended by the contractor and approved by the engineer, were to maintain the efficiency of the system are the reason for the change order. UNRESOLVED ISSUES: In reviewing the project there were some items that needed to be formalized. Even though the Change Order did not exceed the budget the change does need to be approved through Commission action, thus the reason for this agenda item. Staff is still monitoring the operation of the pump. One of the connections was not seated properly and was changed out under warranty. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: The pump and lighting change out included a provision for liquidated damages in order to minimize closure of the Swim Center. There were some problems with some of the suppliers. Substantial completion as granted on April 5, 2011 which was 11 calendar days after the substantial completion date listed in the contract. Some additional engineering costs were also paid on the project. The engineer provided some additional services to the city to prepare the needed documentation to receive a rebate from NorthWestern Energy under their E+ Program for the anticipated energy savings from the more efficient pump. The rebate on the project was $2,200.00. On one occasion the engineer was called in by staff to provide troubleshooting and operational support to keep the system running. The engineer was also instrumental in validating the liquidated damage charges and provided additional services during the 11 additional days it took to complete the project. Staff checked with the Engineering Department to confirm that the charges for additional services were acceptable. Engineering confirmed that the additional engineering fees of $1,653.63 were reasonable. The added Change order cost and the additional engineering fees for some extra work that was requested and some additional time to close out the project are covered by the $5,500.00 in liquidated damages. DYE, BOZEMAN, MONTANA. WHEREAS, the City Commission did, on the 6th day of December 2010, authorize award of the bid for the Replacement of the Pump System at the Bozeman Swim Center at 1211 West Main Street to F. L. Dye, Bozeman, Montana; and WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or modifications of the specifications and/or plans of the contract be made by resolution; and WHEREAS, it has become necessary in the prosecution of the work to make alterations or modifications to the specifications and/or plans of the contract. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that the proposed modifications and/or alterations to the contract between the City of Bozeman, a municipal corporation, and F. L. Dye, Bozeman, Montana, as contained in Change Orders #1, attached hereto, be and the same are hereby approved; and the City Manager is hereby authorized and directed to execute the contract change order for and on behalf of the City; and the City Clerk is authorized and directed to attest such signature. 46 Resolution No. 4361, Change Order#1 Page 2 of 2 APPROVED by the City Commission of the City of Bozeman, Montana, at a regular session thereof held on the 9th day of January 2012. __________________________________________ SEAN E.
