URBAN RENEWAL BOARD held at the Stiff Building, upper conference room
TO DO List: Everyone attend December 1 board meeting
Attendance: Susan Riggs, Andrew Cetraro, Jeff Krauss, Scott Hedglin, Susan Fraser,
Keri Thorpe, Kevin Cook, Mike Hope
Call to Order -Andrew called to order at 4:37pm.
Public Comment - none.
Meeting Minutes
Scott made the motion to approve October 6 meeting minutes; Andrew seconded the
motion. All in favor.
N7Rehab applications and presentations
Brett Potter started by noting the UHaul site work will be done in two weeks, trees
already planted, etc.
Cat's Paw site - Tom is interested after walking thru the UHaul site with Brett. A
portion of Keri's TAG report is Attachment A. Discussion began and included the
future plans of putting Aspen Street through to the west. Staff report states in support
but defers to the board for dollar gigure.
Brett said he will go for a full-blown engineering survey on this property, about a
$2000 cost.
Discussion continued. Scott said he was open to awarding the full $7200 for the TAG
if the work included survey work on Aspen Street. Easement would be needed. Mor
discussion. Kevin made the motion to award $7200 with Scott's two conditions: 1)
evaluate future completion of Aspen Street in relation to existing condition at Cats Paw
AND 2) look at reducing the number of accesses from N. 7th Avenue. Scott seconded
the motion. All in favor. Brett will get three bids for engineering.
Lighting project update & Lightpole/Luminaire color selection
Monthly report is Attachment B. large format renderings of street views with both blue
and black light fixtures (Attachment C). Keri asked the Morrison Maierle team if this
blue is a stock color for the fixtures and poles and Chad replied the color swatches did
come directly from the manufacturer.
Andrew said to go with blue color. Scott said he could argue black to match
downtown, green to match 191h, etc. Keri pointed to the district plan stating "setting
personality". Scott noted black would bring no comments as blue would. Susan R said
black; Kevin said blue; Susan F for blue; Andrew for blue; Scott opposed to blue. Color
decision open and continued.

easements needed - at the Paw, furniture store and Confluence building. They would
like these easements in place by December meeting. Keri said board should hold off on
talking to property owners as she's just getting power and finance numbers on the
actual lighting expense.
Keri went on to say that the SILD must be considered at the December meeting. She is
to meet on November 17 with legal counsel to discuss how assessments will go up, if
need to abolish district and roll out new district in sections, etc. Mike said best to do
entire district at one time.
Discussion. Keri said will need a Memorandum of Understanding with MDT for
maintenance - this point will be included in the her Nov 17 meeting with legal.
Confluence Building owners are unknown and that truly are the only one that needs
to be approached for easement. Chad went on to rehash the remaining sections of
their monthly report.
Bus Shelter Update
Scott reported done. He will have final acceptance form to Keri soon.
Planning Council meeting report
Keri reported it went well. Jeff said the group positively responded to making North 71n
a new zone. January will bring new faces to that board.
Outreach event featuring lighting project
Needs to be in conjunction with the SILD 60-day advertisement in the newspaper, Keri
suggested. Mike said the board should go door-to-door with brochure to show costs
and photos. Discussion including doing another mailing to all properties in the
district.
FYI
Keri noted properties within 800ft of a bus shelter see a 10% reduction in their
parking requirement - this should be something the board tells property owners.

The Techinical Assistance grant will inform the NSURB about what improvements,the property
owner is willing to consider for site iniprovernents, but until there is some change in the BMC
regarding sign standards, specific to N. 7"'Avenue or otherwise, staff reminds the NSURB that they
do not have authority to grant deviations and/or variances. It's possible that the only work that can
be done in the short term without requiring rernoval of the non-conforming signs, would be the
parking lot striping, painting, landscaping and boulevard/sidewalk construction.
While staff is generally supportive of awarding a Technical Assistance Grant, staff defers to the
NSURB for determining the grant amount. Per the Guiding Principles of the District Plan: The costs
qf,pr ojects andprogranis shall be weighed against their bene
fits to the District,
RECOMMENDATION
Staff supports funding of a Technical Assistance Grant but defers to the NSURB on
determining the amount of the award.
DELEGATION OF AUTHORITY
The NSURB is, hereby, delegated authority to administer the N7Rehab as set forth in this
application packet and Resolutions 4289 and 4298 and may enter into agreements with
Applicants necessary to accomplish the purposes of the program.

1. GENERAL PROJECT STATUS
The past month focused on three main tasks;production ofthe architectural renderings,Montana.
Department of Transportation(MDT)review coordination and survey work associated with easement
acquisition. In addition to these items,design work remains on-going and assistance is being provided to
the City of Bozeman for the Special Improvement Lighting District(SIL D)creation documents.
The architectural renderings are now 90%complete:and are being presented at the NSURB meeting today.
The two renderings are from different vantage points along the corridor that give a representative feel of
the entire corridor.
'file lighting calculations have been submitted to MID"I'for review. MUf requested that we only submit
the lighting calculations for this project,which should help to cut clown the rcview time.
Survey crews have obtained the necessary field data for three(3)specific properties along the corridor that
require;easements for boulevard,sidewalk and lighting improvements. These properties are known as the
"Confluence Building" "Gallatin.Valley Furniture"and"Cats flaw." The city added the Cats Paw
property to this project following approval from the owner to collect survey data on their property. The U-
I laul property is currently undergoing site improvements at this time and we will be surveying the new
improvements as soon as they are complete.
Draft easement documents are being provided at today's meetings for review by the NSURL3 and the City
of Bozeman. The"Gallatin Valley Furniture"and"Cats flaw"casements are shown as seven(7)feet,
which allows for a five(5)to five and a half(5.5)foot boulevard,six(6)foot sidewalk,and one(1)foot
behind the sidewalk. These dimensions could easily change but this is a good starting point for
discussion/review. The"Confluence Building"is not quite as straight forward as the other two. A thirty
(30)foot service drive,owned by the city,exists along their frontage and currently contains a parking lot
with angled parking our the street side. 'There are a number of solutions to allow for a six(6)foot sidewalk,
including but not limited to;shifting the entire parking lot to the west the width of the proposed sidewalk,
converting angled parking to',parallel parking,elimination of the parking lot in its entirety. The attached

easement exhibits will help describe these areas and will be a valuable tool the NSURB members can use
when talking with the property owner(s).
Il. ITEMS FOR UPCOMING PERIOD
The NSURB mcmbers shall begin the process of meeting with property owners along the corridor where
easements are required. The City of Bozeman shall begin to review the draft easement documents and by
next month's meeting it would be nice to have finalized easement documents ready for execution.
Lighting design,MDT review coordination and SILD assistance will continue throughout the next period.
Following completion ofU-Haul's improvements,we will send a survey crew out to collect the additional.
topographic data.
