SUBJECT: Issue ‘Call for Projects’ from local non-profits, non-governmental
organizations and similar community service providers interested in applying for a Community
Development Block Grant (CDBG) from the Montana Department of Commerce (MDOC)
through the City of Bozeman. Representatives from interested organizations will be invited to
present their projects at the City Commission meeting scheduled for January 9, 2012.

RECOMMENDATION: Motion to authorize City Manager to issue ‘Call for Projects.’
BACKGROUND: The purpose of the ‘Call for Projects’ is to identify potential public facility
projects with the highest potential for providing maximum benefit to low and moderate income
families. This process is required to establish compliance with MDOC’s requirements for
ensuring adequate citizen participation in the selection of projects. Upon Commission approval
of the ‘Call for Projects,’ this process will be publicly noticed on the City’s web site and
published in the Bozeman Daily Chronicle. Selected project(s) will be announced during a
subsequent meeting of the City Commission.
FISCAL EFFECTS: Approval of this request will have no adverse impacts on current City
budgets. The CDBG program requires a 50% match. Other than in-kind commitments by the
City including grant writing support during the application process and grants administration and
financial administration in the event of funding award, matching requirements are the
responsibility of the community services provider(s) on whose behalf the grant is submitted.

Request for Projects
The City of Bozeman is soliciting input regarding community needs, especially the needs of low and
moderate income households, from non-profit, non-governmental and similar organizations serving the
community. Summaries of need, not to exceed one, single-spaced page, must be received by the City
Clerk by 3 p.m. on Friday, December 30th. Summaries may be mailed to:

Organizations are also invited to make brief presentations during the City Commission meeting
scheduled for 5:30 p.m. on January 9th in the Commission Chambers at City Hall (121 N. Rouse Ave,
Bozeman).
The purpose of this ‘Request for Projects’ is to identify needs within the community and begin
discussions among City Commissioners and community organizations for determining best approaches
for meeting these needs. In addition, one project determined of greatest potential benefit to low and
moderate income residents may be selected for city sponsorship of a Community Development Block
Grant (CDBG) proposal to the Montana Department of Commerce (MDOC). Guidelines and criteria
regarding this grant are available from the MDOC website.
The anticipated deadline for submitting CDBG proposals to MDOC for the current funding cycle is March
16th. In the event the City selects a project for sponsorship, the organization and project will be
announced during a public meeting held prior to the March 16th deadline. The City does not anticipate
obligating City funds is support of any proposal. However, City staff may be designated to assist
organizations seeking funding for projects, whether or not these projects are selected for CDBG
sponsorship.
