HomeMy WebLinkAbout10-20-11 Community Affordable Housing Advisory Board Minutes City of Bozeman Community Affordable Housing Advisory Board (CAHAB) October 20, 2011 12:30 pm—2:00 pm City Commission Room, City Hall Attending: Brian LaMeres (City of Bozeman Finance Department), Kris Keller (Community Representative), Mary Martin (Community Representative), Tim Dean (Community Representative), Melvin Howe (Community Representative), Dave Magistrelli(Community Representative) Absent (excused): Jan Bergman (Community Representative), Carson Taylor (City Commission) Staff: Tracy Menuez (HRDC), Tim McHarg (City Planning Department) Public: None The meeting was called to order at 12:10 pm by Chair Brian LaMeres. No public comment was submitted. Discussion Items 1. Introduction of new board members, Tim Dean and Melvin Howe 2. Update of Affordable Housing Needs Assessment Process Tracy updated the board that Werwath Associates was the selected contractor for the Needs Assessment. Eight firms applied, and 3 were interviewed by phone. Peter Werwath has over 30 years of experience; the selection committee especially liked their approach to providing technical expertise to build consensus around measurable recommendations. Phase 1 of the scope of work will begin immediately upon signing of the contract, with a visit to Bozeman scheduled for early 2012. The site visit will include stakeholder interviews, a public meeting, and a planning session based on the input received. Kris asked how the meetings will be publicized and if they would be open to everyone. Tracy responded that the City would use their webpage and other means to inform the public of the meeting, which is open to all. Tim asked if the consultant would be exploring why Bozeman's costs are so high. Tracy responded that would be part of the scope. Tracy informed the board that she and Tim would be scheduling a conference call for the board and Werwath Associates for December. 3. Haven Shelter grant Tracy informed the board that she has been working with HAVEN to secure grant funding through either the HOME or CDBG program to expand their shelter. She will keep the group updated on the grant's progress; at some time in the future the board should expect that HAVEN will present the project and request a recommendation from the board to the City Commission to sponsor the grant.
