Peach Street Rehabilitation Plans for the section within the Northeast Urban Renewal District,between N. Rouse Avenue and N. Plum Avenue. MEETING DATE: November 9, 2011 BACKGROUND: In 2005, the Bozeman City Commission adopted ordinance 1655 which formally enacted the Northeast Urban Renewal Plan. The stated mission of the plan and general goals are as follows: DISTRICT PLAN MISSIONNISION "This Plan is the City's response to remedy the conditions of blight found in the August 2005 [Blight]Report. The Plan also addresses other issues important to the District. The Plan's purpose is to ensure the vitality of the Northeast Urban Renewal District(NURD) the vitality of the NURD for generations to come and to make the NURD an area in which its citizens can take exceptional pride. The Plan envisions a mixed use neighborhood that is user friendly, safe, secure and healthy. While this Plan envisions a District with diversity of housing businesses and amenities, it intends to maintain the unique ambiance and historic character of the District". Several goals were developed for the plan. Two of these goals relate to this proposed design standard for E. Peach Street within the District GENERAL GOALS: ■ Outdated or insufficient infrastructure should be repaired, replaced, or otherwise improved. ■ Encourage a land use pattern that facilitates all modes of transportation— vehicular, bicycle,pedestrian, mass transit, and commercial—for safe, efficient and convenient access for residential, commercial, and industrial uses. The NURB's Annual Work Plan and Budget includes funds addressing these goals. To date the NURB has hired Morrison-Maierle to complete a topographic survey and designs for E. Peach Street. The NURB and Morrison-Maierle have been working closely with the Bozeman Area Bicycle Advisory Board (BABAB) and the Northeast Neighborhood Association to create innovative designs which will remedy the lack of pedestrian, bicycle and storm water retention facilities in the District while at the same time preserving the District character. THE PROPOSAL A draft set of plans are attached. Small changes are being incorporated into the final design, but the attached plan set provides the basics of what's being proposed. This section of E. Peach Street is designated as a collector within the 2007 Greater Bozeman Area Transportation Plan Update(GBTP). Collectors require 90 feet of right-of-way width to build to the adopted standard. This portion of Peach Street has approximately 60 feet of right of way. Acquiring additional right of way is not feasible, so the NURB is proposing a creative solution to improve the pedestrian and bicycle facilities on this road section. Given the mixed use nature of this District and existing conditions and right of way available, the NURB feels this design meets the intent of Section 6.2 of the GBTP, a Context Sensitive Design/Solution. Highlights of the proposal include: North side of right of way: 1. Elimination of on-street parking 2. Construction of a 5 foot wide sidewalk 3. Installation of boulevard/vegetated swale between the curb and sidewalk to capture stormwater with curb inlets South side 4. Repair/construction of curb as needed The entire roadway section will be designated as a Sharrow (Shared Lane Marking,p. 9-34, GBTP) with signage and pavement markings to indicate the travel lanes are shared by both bikes and vehicles. Completion of the improvements will occur as District funds are available and/or as re- development occurs along E. Peach Street. THE PROCEDURE Following a public comment period, the proposal will be heard by the City Commission. Should the City Commission find it acceptable, the plan will be adopted by resolution. The date for the public hearing is yet to be determined, but we anticipate it will happen in December 2011 or January 2012. RECOMMENDATION On behalf of the NURB, we are asking that you forward a favorable recommendation to the City Commission for adoption of the NURB's E. Peach Street Design as Context Sensitive Solution to our standard typical section for a Collector.
