Special presentations:
• Jenny introduced prospective member Tanner Moe, an MSU student interested in working with other
students on addiction issues, as well as creating substance-free, healthy social opportunities. Also interested
in attending is the new MSU Dean of Student, Matt Caires. He was not in attendance but expects to
participate in the future. He has worked with a similar coalition in Laramie WY.
• Jenny provided an overview of the CAC purpose and mission, including foci for the coming year.
• General updates: Glenn reported increasing referrals from BPD to the Dean's office,which has allowed for
increased communication re: behavioral expectations. Glenn also reported the 'tamest'tailgate in recent
memory—likely due to interest in the new stadium and the team. Dave reported Music on Main having gone
relatively well; bouncers did a good job of controlling alcohol during the event. Problems continue to
increase after the event, however. After one show in particular approximately 5000 people continued to
drink downtown, leading to numerous fights and one serious assault.The Bite of Bozeman included two beer
gardens this year,with no reports of problems.
• Dave reported an MSU fraternity requesting a permit for a block party to include around 500 people and live
music until 1 a.m.The request was denied. Dave also reported that BPD has sent a letter to local licensees
announcing their intention to conduct compliance checks in the near future.
• Jenny presented the finished "411 on DUI" brochure.This was funded by the DUI Task Force and MSU Health
Promotion. Members of CAC have assisted with this and the brochure is now available for distribution.
• Two priorities were identified for the coming year: over-service at local establishments and loud/disruptive
parties involving MSU students.The group discussed recent changes to the mandatory server training
legislation. Questions remain re: enforcement.The Dept. of Revenue is not an enforcement'arm' for the new
law,thus compliance is up to local law enforcement. Violations of state policy need to be formally cited by
police or DOR is unable to act. Discussion turned to increasing rumors about one of the downtown bars
(known as the "roofie bar").
• The group discussed measures to increase awareness and compliance among the downtown bars (and other
bars who frequently serve college students).Jason,who provides server training for many of these
establishments feels people understand the law but do not perceive the sanctions as a threat to business.
Meeting adjourned at 5:30 p.m. Next meeting will be October 4, 2011.
