Box 1230 Bozeman, MT 59771 Minutes of the Recreation and Parks Advisory Board (RPAB) September 8, 2011 Meeting was called to order at 7:05 p.m. by William VandenBos. Present: Board: Sandy Dodge, Bill VandenBos, Chris Guy, Julie Zickovich, Sue Henning, Bob Wade, Jared Nelson, Betty Stroock, and David Cook Minutes: 14 July, 2011 minutes were unanimously approved Open Public Comment: No public comment Committee Reports: Subdivision Review (Sandy Dodge): Nothing to report. Park Improvement Grants (David Cook): Last year no money was budgeted by the City of Bozeman for Park Improvement Grants. There have been some suggestions that the City of Bozeman may reinstate the Park Improvement Grants funding for this year. The RPAB recognizes that Park Improvement Grants are good for the City of Bozeman because of the match. That is, the City of Bozeman gets `buy in' from the citizens of Bozeman because they must match city dollars with their own. David Cook would like to be chair of the Park Improvement Grants. Further, Mr. Cook would like to attend the commission meeting on Monday to express the need for reinstating the Park Improvement Grants. Mr. Cook would also like to see the dollar for dollar match in the in-kind contributions. The RPAB agreed to have Mr. Cook serve as the chair of the Park Improvement Grants Committee and go to the Monday Commission Meeting. Sandy Dodge stated that Park Improvement Grants are really about Park development which is an important component of the Parks program. City Commissioner Perspective (Sean Becker): Commissioner Sean Becker suggested that Thom White tell the Commission that all the old Park Improvement Grants are `off the books.' Commission Becker suggested rewriting the Park Improvement Grants matching options and ask for 1 mill ($42,000) at the Commission meeting for Park Improvement Grants. Commission Becker thought it would be difficult to get the funding given the amount of funds needed for pool improvements. Gallatin Valley Land Trust (Josh Olson): Recent accomplishments for the summer of 2011: • We're having an incredibly successful volunteer season with over a thousand volunteer hours logged so far. Projects have included: o Girls for Change Organization completed two projects controlling invasive weeds in Lindley Park and on the Gallagator Trail. • MOSS completed invasive and noxious weed control at Drinking Horse Mountain Trail. • The Area Health Education Center resurfaced the Morning Star Trail • Target employees and Ligoctye Pharmaceuticals employees resurfaced the trails around the pond at East Gallatin Recreation Area. • Hope Lutheran Church youth group resurfaced the Gallagator Trail connection to College Street. • MCC resurfaced and brushed the north loop of the E. Gallatin Recreation Area. • The Young Bozeman Professional group in conjunction with GVLT supporters resurfaced and brushed the lower section of the Triple Tree trail, and put in some erosion control features. • In collaboration with Gallatin County open lands department, and the Montana Conservation Corps, GVLT improved the Gardner Park trail and elevated it to reduce spring flooding on the trail. • Over 50 new MSU students spread gravel around the lake at East Gallatin Recreation Area • We have been conducting routine maintenance and mowing on all of the core trail system. • We installed the Ben Lyster memorial ski lift bench swing above the Nordic trails and sledding hill at Lindley Center. (Go take a look!) Upcoming projects for this fall: • East Gallatin Recreation Area. After flooding this spring changed our plans for bridges and boardwalks, we will be rerouting and improving trails in the East Gallatin Recreation Area. We expect to do most of this work in the next few weeks. • Morningstar Trail. We have received permits to install culverts on the Morningstar Trail, which will resolve some of the flooding issues on that trail. • Sourdough Canyon Trailhead. We expect to have all permits and begin construction in mid-October. This project includes installing additional parking, straightening and moving the road away from the creek, and planting a buffer of native vegetation between the road and the creek. • We are working on finalizing plans to build a small connector trail at Ellis and Highland to facilitate winter parking for ski trails. • We are securing permits to replace a bridge on the Sundance Trail near Sourdough • We will be installing a picnic table at Tuckerman Park in honor of former board member, Joe McCarty Recreation Report (Dan McCarthy): See attachment Parks Division Report (Thom White): See attachment Parks and Recreation Director's Report (None present): No report Meeting adjourned at 8:23 p.m.
