The zoning amend- ment shall be acted upon by the City Commission promptly after the property is formally annexed. 4. It shall be the general policy of the City that annexations will not be approved where county roads will be the most commonly used route to gain access to the property and/or when logical extensions to road systems are unresolved or in question. 5. Prior to annexation of property, it shall be the policy of the City of Bozeman to acquire usable water rights, or an appropriate fee in lieu thereof, equal to the average annual diversion requirement necessary to provide the anticipated aver- age annual consumption of water by residents and/or users of the property when fully developed on the basis of the zoning designation(s).
