SUBJECT: Amendment to Professional Services Agreement with Great West
Engineering in an amount not to exceed $33,000. For the design,
surveying, bidding, and construction management services for the closure
of the Class IV cell (construction waste) at the City owned Story Mill
Landfill.

RECOMMENDATION: Authorize City Manager to sign Amendment to Professional Services
Agreement with Great West Engineering for the closure of the Class IV cell at the Story Mill
Landfill.
BACKGROUND: The City of Bozeman Solid Waste Division has been contracted with
Great West Engineering since 1998. The nature of the contract has been to update closure and
post closure costs during the operation of the landfill, track landfill capacity, update any
necessary base maps, and prepare all engineering documents for closure of the landfill cells.
Previously the City closed the active class II cell at the Story Mill Landfill. The class II
cell was the primary cell used for disposal of house hold waste. The City chose to keep the class
IV cell open. The class IV cell is used for disposal of building materials such as asphalt, wood,
and concrete. For the last five years the class IV cell was reserved for city operations disposal
only because of its limited capacity. By next spring the class IV cell will reach capacity, and we
need to begin the process of closing the cell. This closure will be the end of all permitted landfill
cells at the Story Mill Landfill.
Great West Engineering has proposed to provide the necessary engineering services to
close out the class IV according to State and Federal standards. They propose to perform this on
an hourly rate basis with the cost not to exceed $33,000. Initial estimates for the construction
cost for this closure are approximately $150,000. This amount is reasonable based on the work
to be performed. The actual closure work with be bid next spring and the work awarded to the
lowest responsive bidder.

FISCAL EFFECTS: The entire project will be funded through the Solid Waste Landfill
Closure/Post-Closure Fund. This fund has a balance of
$1,660,876.97 and is required by the Department of Environmental
Quality to be reserved solely for the closure and post-closure
monitoring of the landfill cells.
ALTERNATIVES: As suggested by the City Commission.
