ITEM 1. CALL TO ORDER AND ATTENDANCE
Chair Christopher Scott called the meeting to order at 10:08 a.m. on Wednesday, July 27, 2011 in the City Commission Room, City Hall, 121 North Rouse Avenue, Bozeman, MT and directed
members to introduce themselves.

ITEM 3. MINUTES OF APRIL 27, 2011
Rob Bukvich provided several corrections to these minutes.
Page 4 of 4 – Old business A. 2nd bullet – underpass instead of U shape

It was moved by Bob Lashaway, seconded by Bill Cochran to approve the minutes of April 27, 2011 as amended.

ITEM 4. TCC COMMITTEE/MEMBER REPORTS
A. Transit Committee Report
Dan Martin reported that new routes will begin August 22nd or 23rd. There will be two ½ hour routes in the morning and two ½ hour routes in the afternoon during peak times. There are
a couple route changes such as yellow has expanded to reach the mental health center. Galavan has been very busy. Some of the late night routes will change slightly. Skyline routes between
here and Big Sky have limited service right now with decent expansion this winter between Bozeman and Big Sky.
Mr. Martin answered a question about Links. Links is a transportation cooperative. Karst Stage and Streamline are members of Links giving the ability to move fairly seamlessly throughout
the Yellowstone region. There is expansion of limited summer service starting at Rimrock station to the park so people have access to the park via Karst Stage then once in the park there’s
a twenty-five dollar fee to ride around the park. This is a unique pilot project the park has supported. Eventually streamline will be on the park’s website so customers can print an
entire itinerary from for example Billings into Bozeman and into the park.
B. Gallatin County
Bill Murdock with the County Commission reported that Kelly Canyon is complete.
C. City of Bozeman
Debbie Arkell reported the city has been busy. They let the bid for the water main on South Eighth. Projected plan is to be between College and Harrison during Catapalooza (Aug. 24).
August 15th is projected as the opening date for the roundabout at College and 11th.
We are attempting to move forward on the alleys behind the blast site but have been struggling with getting the owner of the Rug Gallery to work with engineering to get sidewalk work
done on Bozeman. The overlay and chipping on Kagy Blvd will be done this week.
At the last TCC meeting members talked about the intersection of Kagy and 7th. Engineering has been doing periodic checks to count traffic patterns there gathering further information
to help us determine options. Bike lane on Peach from 7th to Rouse has sign posts up with parking on one side and striping happening this week.
The TSM on the College, 23rd, Technology Blvd intersection will be addressed under the design of the College Street project from Huffine and 19th which is under design with a meeting
scheduled on August 4th. South 8th full reconstruction will hopefully be done next year. The City Commission on Monday night approved a Street Maintenance tax increase which included
a certain percentage for reconstruction of 8th. The street design will closely match the section of 8th that Montana State University built between Cleveland and Harrison.
D. Bike Advisory Board
Bill Cochran reported the board is continuing working on bike lane set up on East Peach across Rouse with the North East Urban Renewal Board. There isn’t enough room to have bike lanes
and parking so the groups are working on a solution. They are also looking at a few other locations in the city that would be accommodating to bike lanes.
Bob Lashaway with Montana State University reported that the bike/pedestrian trail south of College from Huffine to 11th is open for business.
Debbie Arkell said the city planning office is hosting a webinar that America Public Works is putting on regarding bike, pedestrian and ADA issues. Anyone interested is invited and she
will send out invites to the Bicycle Board and Pedestrian and Traffic Safety Committee.
E. Pedestrian and Traffic Safety Committee
Ralph Zimmer reported the Committee has had very little activity recently but are pursuing a few things to be reported on in the future.
F. Other TCC member/committee reportsNone.
G. Montana Dept. of Transportation
Jeff Ebert thanked the city for putting together a nice Mayoral Proclamation in honor of Joe Olsen’s service to the TCC and the City of Bozeman. He then introduced Dustin Rouse who has
been selected to take over Joe Olsen’s position. Mr. Ebert also thanked Joe Walsh for temporarily taking part on the TCC during the interim.
H. Federal Highway AdministrationNone.
ITEM 5. OLD BUSINESS
A. Gallatin County Park and Trail Plan Update (Amsden)
None.
ITEM 6. NEW BUSINESS

ITEM 7. PROJECT UPDATES
A. MSU Projects Updates
Bob Lashaway reported the crosswalk project on Grant Street is completed for this summer. He spoke regarding the new use of colored concrete for sidewalks to prevent paint fading.
B. CTEP Projects
Rick Hixson said the city did the final walkway on the pathway on College from Huffine to 11th and that is substantially complete.
C. Intersection Improvement Projects
Jeff Ebert with MDT said the Huffine and Cobb Hill traffic signal will go to contract September 8th with the work being done this fall. Tied to that will be a traffic signal at Amsterdam
Road intersection with the I-90 east bound off ramp.
D. North Rouse Ave.
Jeff Ebert said MDT is in the process of acquiring right of way. The consultant is getting us preliminary right of way plans. They will start knocking on doors with the appraisal process.
Anticipation for construction of the first section from Main Street to Oak is tentatively scheduled for 2016.
There is still no Federal highway bill.
E. I-90 Improvements
Rob Bukvich reported that bridge work is continuing. This fall they will let some pavement rehabilitation work to the east of the work being done on the bridge over Rouse. The bridge
is scheduled to be completed by this fall with final chip sealing and pavement markings next spring.
Rob Bukvich also reported the North 7th bridge will be let the summer of 2012.
F. I-90 East Belgrade Interchange Report
Jeff Ebert said MDT is proceeding with design and with appraisals on right of way. There still is a funding shortfall. MDT will see what happens with transportation bill. Design completion
is scheduled for 2013, if funding is available they would try to build in 2014.
Bill Murdock said the County is pursuing TIGER grants and other loan sources for this project.
G. TSM ReportsNone.
H. Jackrabbit Lane Improvements
Jeff Ebert said MDT is 23 parcels short of completing all the right of way acquisition. In order to advertise the project in September, they need all right of way acquired by the second
week in August which is unlikely though they have already acquired a large percentage of the right away. The other option is to get right of way acquired and then let the project in
the fall, the plan has always been to have construction mostly in the 2013 construction season. It would be nice to award the contract early in the year. They will include a two way
left turn lane down the middle withe traffic signals installed at Durston, High Center and Baxter. There are no roundabouts in this project. There is a pedestrian underpass at High Center
and one on the east side the entire length of the project and on the west from Four Corners to Quail Run. The project is planned in two sections with the other section - Belgrade south.
Plans will be reviewed with meetings with the County to go over the plans in mid August. Funding for the Belgrade South project is tentatively scheduled for 2015 or 2016.
I. Other
Jeff Ebert reported that Valley Center is progressing with chip seal finished on the eastern section. The contractor is still working on the western portion, with the plan to get done
this fall with all the paving. Next spring they will finish the chip seal with a signal at Jack Rabbit and Valley Center.
Debbie Arkell announced that this weekend will be the Hoops Fest closing Mendenhall on Saturday and Main Street closed on Sunday.
The following week on Wednesday is Bite of Bozeman with Main Street closed and the Sweet Pea Festival will be coming soon.
Mayor Krauss asked how the power company alley project would affect Main Street.
Ms. Arkell reported that will not affect Main Street but will affect the intersection of Black and Main with a portion of Black closed. Broadway by the town pump one west bound lane
will be closed on Main Street.
Rob Bukvich reported they are working from Four Corners south to the mouth of the canyon adding some center turn lanes on the first part and dedicated left turn lanes at Blackwood, Axtel,
Anthony, Zacharia and Cottonwood. This will be ongoing this summer with completion this construction season.
