Bristor, Associate Planner/Neighborhood Coordinator Tim McHarg, Planning Director Chris Kukulski, City Manager SUBJECT: Bozeman Senior Center Dust Collector Addition #Z-10056A MEETING DATE: August 22, 2011 AGENDA ITEM TYPE: Consent RECOMMENDATION: That the City Commission conditionally approve the Bozeman Senior Center Dust Collector Addition Certificate of Appropriateness Amendment application with staff’s recommended conditions and code provisions (included below). RECOMMENDED MOTION: “Having reviewed the application materials, considered public comment, and considered all of the information presented, I hereby adopt the findings presented in the staff memo for Z-10056A and move to approve the Certificate of Appropriateness Amendment application Z-10056A requesting the approval of an dust collector addition on the north elevation of the Bozeman Senior Center building at 807 North Tracy Avenue hereby incorporating by reference the findings included in the staff memo with conditions and subject to all applicable code provisions.” BACKGROUND: James Goehrung, representative of the City of Bozeman (property owner), and Rodger McCormick, representative of the Bozeman Senior Center (applicant), submitted an amendment Certificate of Appropriateness (COA) application requesting a 4’ x 8’ addition on the north elevation of the Bozeman Senior Center building (807 North Tracy Avenue) for a dust collection system. The addition will occur in an area with existing mechanical equipment that is heavily screened by existing landscaping. The addition’s siding will match the existing siding of the building and not exceed the height of the building’s eave line. All development of City of Bozeman-owned land, including the Bozeman Senior Center, shall be subject to approval by the City Commission. FINDINGS AND RECOMMENDED CONDITIONS OF APPROVAL: All Certificates of Appropriateness for properties within the Neighborhood Conservation Overlay District shall be in conformance with the most recent addition of the Secretary of Interior’s Standards for Rehabilitation and shall meet the “Standards for Certificates of Appropriateness” as listed in Section 18.28.050 of the Bozeman Municipal Code. The building is not considered historically significant and therefore the Secretary of Interior’s Standards do not apply to the project. Commission Memorandum 271 Page 2 Report compiled on August 11, 2011 Staff finds the proposal to be appropriate in height, building mass relationship, roof shape, scale and architectural detail and is meeting the COA architectural guidelines and standards. Therefore, Staff is recommending approval of the Bozeman Senior Center Dust Collector Addition with the following recommended conditions and code provisions: Conditions of Approval 1. If any landscaping is damaged during the addition’s construction, it shall be replaced with a like species. 2. The addition’s proposed siding shall match the building’s existing siding in color, texture and sizing. Code Provisions § Per Section 18.02.080 & 18.64.110, the proposed project shall be completed as approved and conditioned in the Certificate of Appropriateness application. Any modifications to the submitted and approved application materials shall invalidate the project's legitimacy, unless the applicant submits the proposed modifications for review and approval by the Department of Planning prior to undertaking said modifications. The only exception to this law is repair. § Per Section 18.64.100.F, the applicant shall obtain a building permit within one year of Certificate of Appropriateness approval, or said approval shall become null and void. Please call the Building Department at 406-582-2375 for more information on the building permit process. UNRESOLVED ISSUES: None at this time. ALTERNATIVES: 1) Approval of the COA/DEV application with no conditions. 2) Approval of the COA/DEV with the recommended conditions as amended by staff. 3) Denial of the COA/DEV application. 4) As determined by the Commission.
