1.0 Introduction
The City of Bozeman, Montana, is a municipal corporation owning and operating its
public water supply and distribution system serving roughly 40,000 residents, including
visitors and employees who work in, but do not live within the city. The city experienced
rapid growth prior to the national recession and has a growth-related water supply
deficiency forecasted in its most recent Water Facility Plan (2005 ed.).
The city’s raw water sources consist of three distinct supplies: Lyman Creek, Bozeman
Creek (also known as Sourdough Creek) and Hyalite Creek/Reservoir (also known as
Middle Creek Reservoir). The city owns senior water rights for all three creek sources as
well as a majority of the impoundment shares in Hyalite Reservoir. The city also owns
various miscellaneous water rights that cannot be put to municipal use due to water right
issues. The primary right not currently perfected is for reservoir water related to the old
Mystic Lake dam which was breached in 1985 due to safety issues with the dam
structure. The right is held by the Bozeman Creek Reservoir Company in which the city
is the principal shareholder. Mystic Lake is located in the headwaters region of
Sourdough Creek.
In 2008, the city – in an effort to perfect the currently unusable Mystic Lake rights –
initiated the Sourdough Creek Reservoir Development Plan. The plan was in essence a
due diligence exercise to inform the city on the sphere of issues surrounding construction
of a dam/reservoir in Sourdough Creek canyon to perfect the old Mystic Lake water
rights. The plan was completed in 2011 by a consultant team led by Great West
Engineering of Helena, Montana.
It was learned that the development of a dam/reservoir in Sourdough canyon is a project
rife with contentious issues, large risk, and high environmental and monetary costs.
Sourdough canyon is a treasured asset of the greater Bozeman community and is located
on Gallatin National Forest System lands. Evaluation of other water supply alternatives
was recommended by the development plan and is supported by the city’s political
leadership to take the form of an Integrated Water Resources Plan.
2.0 Purpose
The goal of the project is to develop an Integrated Water Resources Plan (IWRP) to
efficiently meet the city’s long term (30 years) water demand. The IWRP will evaluate
existing City of Bozeman water resources (supply) and demands, forecast future
demands, and evaluate alternative sources of new water supply. The IWRP will include
documentation of background information, updates to the 2002 Water Conservation Plan,
analyses of existing and alternative new water supply sources, demand forecasts, supply
and demand comparison, and conclusions.
The chosen IWRP consultant will work with the city’s water rights consultant, Water
Rights Solutions, Inc. of Helena, Montana (WRSI), as well as the city’s water rights
attorney (firm yet to be determined). WRSI is currently under contract to compile and

analyze the city’s existing water rights and to make recommendations on protecting any
currently unusable rights from claims of abandonment. The water rights attorney will
provide legal advice and direction concerning validity of existing water rights. This work
will firm up the city’s existing supply sources.
3.0 Budget
The city has budgeted $150,000 in the current fiscal year to develop an IWRP. This
budget will fund services completed by WRSI in their evaluation of existing water rights.
Water rights attorney costs will be budgeted separately and will not debit the IWRP
budget. The IWRP consultant is required in their RFP response to address their vision for
how these separately contracted consultant services will be structured and utilized in
IWRP development.
4.0 Scope of Work
Presented below are the anticipated scope of work items. Respondents are encouraged to
suggest additional means and methods to achieve the above stated goal of the IWRP.
Task 1 – Project Management and Meetings
Plan, organize and manage resources and activities for the successful completion of the
IWRP including project setup, control, monitoring, and scheduling. The consultant in
their response shall address their vision for how they will utilize WRSI and the city’s
water rights attorney and must account for the budget resources the city must expend for
WRSI to complete its water rights evaluation.
Task 2 – Data Collection
Obtain and review all applicable data and documents from the city and other
agencies required to prepare the IWRP.
Task 3 – Water Rights Evaluation (Completed by WRSI, task description provided
for informational purposes only)
Assemble and evaluate all water rights owned, in part or whole, by the City of Bozeman.
The validity of each right shall be analyzed on its own merits and further evaluated by a
water rights attorney.
Task 4 – 2002 Water Conservation Plan Update
Review and update assumptions and analyses used in preparing the city’s 2002 Water
Conservation Plan. An update to plan conclusions shall be prepared upon completion of
analyses.
Task 5 – Hydrologic Firm Yield

Revisit firm yield hydrology of city’s existing sources of supply and recommend
improvements/changes which may increase firm yield. Existing creek sources experience
widely ranging seasonal and annual variation in watershed production. Assess risk of
hydrology to climate change.
Task 6 – Characterize Existing Water Use Patterns
Characterize water use patterns in the city using water consumption data tied to metered
water accounts. Normalize data to account for seasonal effects of precipitation and
temperature.
Task 7 – Water Demand Model
Prepare a water demand model to analyze the effects of long term growth-related demand
of varying growth rates. Prepare a supply vs. demand analysis.
Task 8 – Alternatives Development
Develop and evaluate alternative water sources and select a recommended mix of
water resources to meet the city’s long-term demand projections. Examples include but
are not limited to: Sourdough Creek Reservoir, deep groundwater wells (Madison
Aquifer), shallow groundwater wells (alluvial aquifer), purchase and/or lease of Hyalite
Reservoir shares, aquifer storage and recovery, reclamation water, conserved water, and
conjunctive use of groundwater and surface water.
Task 9 – Technical Advisory Committee
Oversee the creation and management of a Technical Advisory Committee (TAC) tasked
with reviewing technical data prepared for the IWRP as well as taking part in Task 8 –
Alternatives Development.
Task 10 – IWRP Report
Compile completed studies, analyses and conclusions in one report for review by the
TAC and city staff. Conduct a meeting with the Bozeman City Commission explaining
IWRP conclusions and make recommendations for formal IWRP adoption.
5.0 Proposal Requirements
All RFP submittals must contain the following information and be submitted on time.
Failure to provide the requested information by the deadline will result in disqualification
of the firm from the selection process.
1. Provide a description of the project understanding and the proposed approach to
the project.

2. Standard Federal Form 330, completed in full (all work, not just federal agencies)
3. Project management chart
4. Qualifications of professional personnel to be assigned to the project
5. Capability of firm to meet scope, time, and project budget requirements
6. Present and projected workloads
7. Related experience on similar projects, provide 3 examples
8. List of recent and current work for the City of Bozeman.
Respondents are also required to outline how the city’s existing contractual relationships
with WRSI and to-be-hired water rights attorney fit within the IWRP management
structure.
Submittals shall be bound in a neat and organized fashion and keyed to a Table of
Contents.
Seven copies of the RFP response are due no later than 4:00 p.m. MST on Friday,

6.0 Proposal Evaluation
The firm selected must demonstrate competency in all project components. At a
minimum, the selected firm will have successfully completed three IWRP projects of
similar scope.
Respondents to the RFP will be evaluated on the following criteria and the requirements
of 18-8-201 et seq. Montana Code Annotated (MCA) by a selection committee
representing the City of Bozeman choosing – in its opinion – the most qualified firm to
provide the services required for the proposed project.
~30% -- Qualifications of professional personnel assigned to the project;
~40% -- Related experience on similar projects;
~20% -- Capability to meet project time and budget requirements;
~ 5% -- Location of firm in relation to project;
~ 5% -- Present and projected workloads.
Finalists will be selected based on an evaluation of the responses to the request for
proposals. Finalist interviews will follow, with the selection committee choosing – in its
opinion – the most qualified firm to proceed with contract negotiations. Award will be
made pending successful contract negotiations at a price which the City of Bozeman

determines to be fair and reasonable, taking into account the estimated value of services
to be rendered, as well as the scope, complexity, and professional nature thereof.
If the City is unable to negotiate a satisfactory contract with the firm initially selected – at
a price the City deems to be fair and reasonable – negotiations with that firm will be
formally terminated and the City shall select another firm in accordance with 18-8-204
MCA and continue until an agreement is reached or the process is terminated.
All proposals must be submitted complete, and contain the information required as stated
in the "Request for Proposals."
