HomeMy WebLinkAboutRe-appointment to the Downtown Business Improvement District Board.pdf Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Kissel, Citizen Advisory Board Coordinator Stacy Ulmen, City Clerk SUBJECT: Appointment to the Downtown Business Improvement District Board (BID) MEETING DATE: August 1, 2011 (moved from July 25, 2011) MEETING TYPE: Action RECOMMENDATION: Reappoint one member to the Downtown Business Improvement District Board (BID). BACKGROUND: Two terms on the BID expired June 30, 2011. One member has reapplied and no new applications have been received. Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner representatives" because their property title named a corporation as the owner rather than the individual. For many years the City Commission has honored this precedent by appointing property owner representatives to the BID Board. The BID was originally created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, in May of 2000. In June of 2010, the BID was extended/recreated by Resolution No. 4263 for an additional ten years. The board shall be comprised of not less than five, nor more than seven, owners of property within the district. Members are appointed for staggered four-year terms. The BID currently has two expired terms and one reapplying applicant. Applicant seeking Reappointment: Buck Taylor ALTERNATIVES: As suggested by the City Commission. PLEASE NOTE: Per Ordinance No. 1759, revising Chapter 2.01 of the Bozeman Municipal Code, all board members are required to attend a yearly ethics workshop provided free of charge by the City as a condition of service as a member of a board. Mr. Taylor is an owner-representative of downtown property at 214 East Mendenhall Street. BACKGROUND: As required by Montana Code, the Downtown Business Improvement District (BID) Board shall be comprised of not less than five, nor more than seven, owners of property within the district. EFFECTS: This action would fill the vacancy created by the expiration of Mr. Taylor’s previous term. If reappointed his new term to expire in June of 2015. The appointment of Mr. Bowman will fill one of the two vacant seats on this seven person board. Other property owners are being solicited to apply for the final vacancy.
