Minutes of the Recreation and Parks Advisory Board (RPAB)
June 09, 2011
Meeting was called to order at 7:00 p.m. by William VandenBos.
Present:
Board: David Cook, Sue Henning, Sandy Dodge, Bill VandenBos, Chris Guy, Lucia Stewart, Julie Zickovich, Alex Hallenius, and Tawnya Strom
Minutes: 12 May, 2011 minutes were unanimously approved
Open Public Comment: No public comment
Committee Reports:
Parkland in Downtown B-3 (Chris Saunders)—Mr. Saunders gave an update on the parkland dedication in B-3 zoning district. He discussed the options as outlined in the 07 March, 2011 memorandum.
Mr. Saunders presented the amended section 18.50.0303 of the Bozeman Municipal Code (see attached). He then requested a recommendation from the RPAB. Some discussion ensued among
the RPAB. In general, the RPAB members were in support of the amended 18.50.030, but David Cook was concerned about why the cash-in-lieu from B-3 areas would be in a separate account.
Chris Guy didn’t care for the word ‘preferred’ and requested a different term such as ‘sufficient.’ Sue Henning made the motion: “Because there is little parkland available in the
B-3 zoning area we support cash-in-lieu as an acceptable alternative. This will go into a separate fund and a list of improvements developed with board input. City policy on land value
appraisal will be followed.” David Cook made a friendly amendment: “Cash in lieu funds will be deposited into the main cash-in-lieu account.” The amendment was unanimously approved.
Thus, the final amendment was: “Because there is little parkland available in the B-3 zoning area we support cash-in-lieu as an acceptable alternative. The cash-in-lieu funds from
B-3 zoning areas will be deposited into the main cash-in-lieu account. City policy on land value appraisal will be followed.” This motion passed unanimously.
City Commissioner Perspective (Sean Becker): Sean Becker was present but no report.
Gallatin Valley Land Trust (Gary Vodehnal): National Trails Day on Saturday June 4th, was very successful. Over 100 people turned out to help spread gravel on the Burke Park Trail
system. Over 50 people attended the dedication ceremony for a new natural playground in
Langohr Park. The playground was the first of its kind to be placed in a public park in Bozeman and was partially funded with a Park Improvement Grant from the City of Bozeman.
GVLT is supervising a crew from Montana Conservation Corps this week with various work projects on our community trail system. They resurfaced trails in Langohr Park and Burke
Park, and rerouted a small portion of the Wortman Spur Trail. They also improved drainage on several trails in the Burke Park area and cut a bunch of Burdock (large leafed weed with
very sticky burs).
High water has damaged trails along Bozeman Creek and in the East Gallatin area. We will evaluate the damage after water recedes and coordinate repairs with the City Parks
Department.
We have applied for an REI grant and Kodak Green Ways grant to help fund a new climbing boulder in Rose Park and to help improve the West Side Trail.
We are writing a Recreational Trails Grant for 2012 and would like a letter of support from RPAB. Grant funds will; purchase a permanent easement on the Triple Tree Trail on
State Land, reroute a section of the Triple Tree Trail and replace a bridge, help us hire a seasonal trail boss, improve signing and maintenance on the ‘Main Street to the Mountains”
trails, and purchase gravel and herbicides for the City Parks Department. We need the letter prior to June 24th.

Subdivision Review (Sandy Dodge): Mr. Delany has a ‘new plan’ for Spring Creek Village. It was designated as an Urban Mixed Use Development but the new plan is to designate it as Planned
Use Development with no parkland requirement, but will have trails and open space – the RPAB will be evaluating this development in the future.
FYI: Julie Zickovich mentioned the Bozeman Tritons triathlon event.
