HomeMy WebLinkAboutRe-appointment to the Downtown Bozeman Improvement District Board.pdf Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Kissel, Citizen Advisory Board Coordinator Stacy Ulmen CMC, City Clerk SUBJECT: Reappointment to the Downtown Bozeman Improvement District /Tax Increment Finance Board (IDB/TIF) MEETING DATE: July 25, 2011 MEETING TYPE: Action RECOMMENDATION: Confirm the Mayoral reappointment of Barbara Bear as a voting member of the IDB-TIF Board. BACKGROUND: Two terms expired on the IDB-TIF board on June 30, 2011. One member has applied for another term. The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November 20, 1995. The IDB Board is comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15- 4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. This Board is administrative. The IDB/TIF currently has one voting expired term and one non-voting vacancy with one member reapplying for the voting position. PLEASE NOTE: Per Ordinance No. 1759, revising Chapter 2.01 of the Bozeman Municipal Code, all board members are required to attend a yearly ethics workshop provided free of charge by the City as a condition of service as a member of a board. BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5 voting members and 2 non-voting members. Ms. Bear has been serving on the TIF Board for several consecutive terms. Her “institutional” knowledge of the Downtown TIF and her longstanding commitment to downtown have proved invaluable. The board would benefit greatly from Ms. Bear’s continued service. EFFECTS: This action would ensure the TIF Board maintains the statutorily required number of voting members of five persons. As a result of this action, the TIF Board would have one non-voting vacancies. New applicants for the vacant non-voting seats will be available for your consideration for appointment in the coming months.
