Membrane Procurement Bid Clarification
Dear Matthew:
The City of Bozeman is cdrrently reviewing the Bid received from Pall Corporation on April 8,
20 t 0 for the above referenced project, Following our initial review of the Pall Bid, we have
identified a number of clarifications needed in order to complete the evaluation. We request
that you please respond, in writing, to the Missoula HDR Engineering,, Inc. office no later than
April 28 2010. The needed clarifications include:
I , Pall included a cost addition of $459,300 for the provision of an additional fow (4)
strainers, and local control panels for all strainers to be included, In order to evaluate
the additional costs associated with the strainer control panels, please provide an.
iternized cost breakdown for each component of the proposed cost addition,
2. Please declare the 20 -year present worth value for operating the air compressors. This
may have been inadvertently omitted in the Procurement Cost Development Worksliect
Section 003011 of the Bid.
3. The backwash p=ps (IMF pumps) requite redundancy for system, reliability, Pl ease
confirm a redundant spare pump is locing provided in accordance with Section 11301,
Table 6 (Page, 103)i
4, The minimum system components required are defined in Section 11301 Table 6 (Page
103), - Please confill all 111iininurnsystmi components listed ill the table will be
provided,
5. The expanded base scope equipment is defined in specification 11301, Table. 7 (Page
104). Please confirm all base scope eqLiipmcnt listed in Table 7 will be provided,

6. Tile Procurement Documents clearly define in specification 1130126,J.3 (Page 28)
Table keynote **, as well as in specification 11301, Table 6 (Pages 103-104): w1illimunj
System Cornpoiients that the redundancy required for the air compressors is two (2)
units. Please clarify that two (2) spare air compressors for use as redundant back to
the duty air compressors will be provided.
7. Please - verify that the proposed membrane feed pumps operating on variable frequency
drives will be capable of meeting the design minimum flow of 1.9 MGD listed in
specification 11301, Table 6 (Page 104) Minimum System Components keynote
8. Please verify that Pall intends to Provide two treatment trains as shown oil Figure 2 and
as specified in Section 11301 .2.2.13, I aa.
9. Please verify that Pall intends to provide a total of six (6) MF units, consisting of one
hundred twenty four (124) modules per unit and eighteen (18) blank spaces ])or unit for
a total of seven hundred forty four (744) mernbraile modules.
10. Please confirm that Pall is providing blowers for tile air scour during backwash as
shown oil the Pall P&ID and as specified in Section 11301.2:3.D. in addition to the air
compressors listed, in tile Scope of suppl f the integTity test and valve actuation.
11. In order to enable cost comparisori of recent bids to the C1,1rTOnt Proposal from Pall,
please provide recent Bid pricing for systems (of similar capacity to tile Boz�rnan WTP
Membranes), This information will be kept confidential and can be destroye(I or
returned following the evaluation if jjecessary

our proposal for the District. Our responses are as follows regardiu, the
presented to us in your letter dated 4/2 1/10, ' t, questions
1. Price per Panel = $9,338
Price per Strainer $ 95, 898
2. The compressor output is 17.61 SCFK It will run for 15 minutes every 2 hours. 24 hours per day
divided by 2.25 hours per run, divided by 5 racks is 2,133 per day per skid. The conversion factor is
0.419. Putting these numbers into the 00301 spreadsheet gives 7.38 HP required, 5,359 kW-hrfYr,
$5041Yr, and a 20-year present worth of $7,854.
3. A redundant spare RF pump is included per Section 11301 Table 6 (Page 103) r

6. One duty and two redundant air compressors are included, as shown on the P&D
7. The mlnirnurn feed pump flow is 1,639,5 gprn. This corresponds to one rack online producing

8. Pail is providing a system which is capable of being installed as two separate trains. The piping
required to do so is outside of Pall's scope of supply.
9. We have in our scope 122 modules per rack and no blank spaces. However the P&ID and the
evaluation show 124 modules per rack and no blank spaces.
11 Pall is providing blowers for air scour and compressors for integrity test and valve actuation
