HomeMy WebLinkAboutProfessional Services Agreement with Morrison Maierle for N. 7th Lighting Design Admin..pdf1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Dustin Johnson, Project Engineer Debbie Arkell, Director of Public Services SUBJECT: Professional Services Agreement for North 7th Lighting Design and Construction Administration MEETING DATE: July 11, 2011 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize City Manager to sign North 7th Lighting Design and Construction Administration Contract with Morrison Maierle for a total contract price of $115,861.86 plus $3,960.00 in reimbursable expenses. BACKGROUND: In the summer of 2010 the North Seventh Urban Renewal Board (NSURB) installed all the missing sections of sidewalk along the East side of N. 7th Avenue to provide a continuous pedestrian pathway from Main Street to Interstate 90. As a continuation of this work the NSURB identified in their 2011 work plan a goal to install adequate street lighting for the corridor. A Request for Proposals (RFP) went out to all interested engineering firms for the design and construction administration for the street lighting design. Upon review of the proposals, Morrison Maierle was selected by the NSURB as the most qualified firm for the project. The services to be provided in this Professional Services Agreement include: Preliminary Design and Final Design of the location and wiring of the lights, Bidding and oversight of the Construction/Installation of the lights, Project Documentation, Construction Testing, and Miscellaneous Services. The total contract price for these services is $115,861.86 plus $3,960.00 in reimbursable expenses. This phase of the project will cover street lighting from Interstate 90 to Tamarack Street. The limits of this project may expand to Peach Street, depending on the board’s budget at the time of bid. The tentative schedule for this project is to begin design immediately after commission approval. There are a few issues to work through during the design phase, but the expectation is to begin construction in Spring/Summer of 2012. These issues include securing necessary easements, submitting the design to MDT, and establishing a new lighting district. The installation of the lighting are proposed to be bid and paid for in the yet-to-be-approved FY12 NSURB budget. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission. 20 2 FISCAL EFFECTS: The NSURB FY11 Annual Work Plan and Budget set aside $140,705 for Lighting. Specifically, the Work Plan stated: “The initial lighting study is complete and fixtures have been selected. The installation of lighting during the next fiscal year is unlikely given the complexity of installing underground wiring and removing and replacing old fixtures. As recommended by our engineering consultants, sidewalk improvements should be completed to the greatest extent possible prior to installing new light fixtures. Funds may be used for additional lighting studies, engineering services, consultation or as a cost share with other funds in future years.” The total contract plus reimbursable expenses is $119,821.86. The use of the N. 7th Tax Increment Finance District (TIF) funds for this purpose is an allowable expense under section 7-15-4288, Montana Code Annotated. This Code states, “Costs that may be paid by tax increment financing” allows the municipality to use tax increments to pay the following costs of or incurred in connection with an urban renewal project: 1) demolition and removal of structures, 2) improvement of infrastructure, 3) public improvements and 4) costs incurred in connection with the redevelopment activities allowed under 7-15-4233. The NSURB approved the contract with Morrison-Maierle for engineering services at their June 2, 2011 meeting. This work and contract is consistent with their FY11 Work Plan and Budget.
