MEETING DATE: June 27, 2011 AGENDA MEETING ITEM: Consent RECOMMENDATION: That the City Commission adopt Resolution No. 4321 designating the Director of Planning and Community Development as the Environmental Preparer for Garden City CHDO’s HOMEstead grant application on the Gallatin Mental Health Center Campus. BACKGROUND: The Western Montana Mental Health Center (WMMH), through its Garden City Community Housing and Development Organization (CHDO), has made application for a grant to the Montana Department of Commerce’s HOME program for a new six (6) unit apartment building for mentally ill members of the community. This project will be located on the new Gallatin Mental Health Center Campus located off Haggerty Lane east of Bozeman Deaconess. (Note: The City Commission previously approved WMMH’s affordable housing funding request at the February 7, 2011 Commission meeting). One of the requirements under the HOME program is that CHDO’s receiving funding “must secure an agreement with the Local Government in whose jurisdiction the project is located to conduct/prepare the environmental review on their behalf and the local Local Government must designate the environmental preparer.” (Exhibit 2-A of the Home Administration Manual – copy attached). A similar resolution was passed by the Commission last year designating the Director of Planning and Community Development as the Environmental Official for the applicant’s previous Dorothy Eck House grant project. The attached resolution accomplishes this task for the current project. UNRESOLVED ISSUES: None determined at this time. ALTERNATIVES: As suggested by the City Commission FISCAL EFFECTS: The Department of Planning and Community Development has the ability to complete this task within the scope of its daily administrative functions due it’s familiarity with this project and completing the previous environmental review for the Dorothy Eck House.
