SUBJECT: Commission Resolution No. 4321 – Designating the Director of Planning and
Community Development as the Environmental Preparer for Garden City CHDO’s
HOMEstead Grant Application.

RECOMMENDATION: That the City Commission adopt Resolution No. 4321 designating the Director of
Planning and Community Development as the Environmental Preparer for Garden City CHDO’s HOMEstead
grant application on the Gallatin Mental Health Center Campus.
BACKGROUND: The Western Montana Mental Health Center (WMMH), through its Garden City
Community Housing and Development Organization (CHDO), has made application for a grant to the Montana
Department of Commerce’s HOME program for a new six (6) unit apartment building for mentally ill members
of the community. This project will be located on the new Gallatin Mental Health Center Campus located off
Haggerty Lane east of Bozeman Deaconess. (Note: The City Commission previously approved WMMH’s
affordable housing funding request at the February 7, 2011 Commission meeting).
One of the requirements under the HOME program is that CHDO’s receiving funding “must secure an
agreement with the Local Government in whose jurisdiction the project is located to conduct/prepare the
environmental review on their behalf and the local Local Government must designate the environmental
preparer.” (Exhibit 2-A of the Home Administration Manual – copy attached).
A similar resolution was passed by the Commission last year designating the Director of Planning and
Community Development as the Environmental Official for the applicant’s previous Dorothy Eck House grant
project. The attached resolution accomplishes this task for the current project.
UNRESOLVED ISSUES: None determined at this time.
ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: The Department of Planning and Community Development has the ability to complete
this task within the scope of its daily administrative functions due it’s familiarity with this project and
completing the previous environmental review for the Dorothy Eck House.

COMMISSION RESOLUTION NO. 4321
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
DESIGNATING THE DIRECTOR OF PLANNING AND COMMUNITY DEVELOPMENT AS THE
ENVIRONMENTAL PREPARER FOR GARDEN CITY CHDO’S HOME GRANT APPLICATION
FOR THE HOMESTEAD ON THE GALLATIN MENTAL HEALTH CENTER CAMPUS
WHEREAS, the Garden City Community Housing and Development Organization (CHDO) is
applying for Federal funds through the Montana Department of Commerce’s HOME Investment Partnerships
Program for the acquisition of permanent supportive housing for persons with mental illness on the Gallatin
Mental Health Center Campus off Farmhouse Lane.
WHEREAS, subject to all necessary funding being received to permit the projects to go forward; and
WHEREAS, an Environmental Preparer shall be designated by formal resolution.
NOW, THEREFORE, BE IT RESOLVED that Tim McHarg, the Director of Planning and
Community Development for the City of Bozeman, is designated as the Environmental Certifying Official to
produce an Environmental Review Record for submission to the Montana Department of Commerce.
BE IT FURTHER RESOLVED that the above designation shall become effective on June 27, 2011.
PASSED AND APPROVED by the City Commission of the City of Bozeman, Montana, at a regular session
held on the 27th day of June 2011.

This is to notify you that the City of Bozeman agrees to perform all activities associated with preparing
the Environmental Review Record on behalf of the Garden City Community Housing and Development
Organization (CHDO), if the Garden City CHDO 2011 HOMEstead grant application to the Montana
Department of Commerce HOME Investment Partnerships receives funding. As noted in the attached
Commission Resolution, Tim McHarg, the City’s Director of Planning and Community Development,
has been designated as the Environmental Preparer for this project.
