Minutes of the Recreation and Parks Advisory Board (RPAB)
May 12, 2011
Meeting was called to order at 7:02 p.m. by William VandenBos.
Present:
Board: Bob Wade, David Cook, Sue Henning, Sandy Dodge, Bill VandenBos, Chris Guy,
Jared Nelson, Lucia Stewart, Jesse Tufty
Minutes: 14 April, 2011 minutes were unanimously approved
Open Public Comment: No public comment
Committee Reports:
Subdivision Review (Sandy Dodge)—Fellowship Baptist Church is requesting a variance to
remove the condition requiring construction of North 25th Avenue. See attached variance
request for more information. A motion was made to support the church’s request for a variance
for a trail instead of 25th Avenue (motion made by Sandy Dodge and seconded by Sue
Henning). The motion was unanimously approved.
Workforce Housing (Sandy Dodge)—Commissioner Sean Becker discussed the workforce
housing ordinance and stated it will be suspended for 12 months and now would be a good time
to discuss the parkland requirements. Sandy Dodge is worried that some developers will ‘game’
the system to minimize the parkland requirement. This ‘gaming’ is a function of the current
economy and the price of homes. Some discussion regarding the issues related to workforce
housing was addressed by other board members. A motion was made to support suspension of
the workforce housing ordinance and remove the parkland provision from the ordinance in the
rewrite of the ordinance (motion was made by Chris Guy and seconded by Sue Henning). The
motion was unanimously approved.
City Commissioner Report (Sean Becker): Sean Becker mentioned that development review
agendas will be sent to all advisory board chairs to distribute to board members as needed.
Gallatin Valley Land Trust (Gary Vodehnal): Gary discussed a variety of projects related to
trails such as: new trail boss hired, National Trails Day and dedication of Langohr Park, Longest
Day of Trails membership drive, Chestnut Mountain Trailhead dedication, REI Grant, and the
Recreational Trails Grant.
Parks Division Report (Thom White): Thom discussed the Parks Budget overview for the
period ending January 2011. The budget was handed out and Thom explained the items in the
budget for the RPAB. Some discussion ensued regarding budget items. The issue that gained
much attention was the cost associated with dog clean-up and why the Recreation and Parks
Department pays for those expenditures. Some board members recommended that the pet
license fee be used to cover those costs.
Thom also discussed the cash-in-lieu report that was requested by the RPAB. David Cook
would like to see a formal action regarding what cash-in-lieu can be used for, how it can be
used, and what entities can use the funds? This topic was tabled for a later meeting.
FYI: Bob Wade gave updates on the website, bike to work week, and the running club
activities. The August meeting cancellation was tabled until the July meeting.
