Present were Mayor Jeff Krauss, Commissioner Cyndy Andrus, Commissioner Sean Becker, Commissioner Chris Mehl, Commissioner Carson Taylor, City Manager Chris Kukulski, City Attorney Greg Sullivan and Deputy City Clerk Aimee Kissel. These minutes are not word for word and should be considered along with the audio recording. 0:00:04 A. Call to Order - 6 p.m. - Commission Room, City Hall, 121 North Rouse 0:00:04 Mayor Krauss asked Deputy Mayor Becker to conduct the meeting. 0:00:38 B. Pledge of Allegiance and a Moment of Silence 0:00:50 D. Minutes - March 28, 2011 and April 18, 2011 0:01:02 Motion and Vote to approve the minutes of March 28, 2011 and April 18, 2011. It was moved by Cr. Andrus, seconded by Cr. Krauss to approve the minutes of March 28, 2011 and April 18, 2011. Those voting Aye being Crs. Andrus, Krauss, Taylor, Mehl and Deputy Mayor Becker. Those voting No being none. The motion passed 5-0. 0:01:26 E. Consent 1. Authorize Payment of Accounts Payable Claims (LaMeres) 2. Authorize Mayor to sign the 2011-12 Certified Local Government Contract with the Montana State Historic Preservation Office (Kramer) 3. Authorize City Manager to sign Memorandum of Understanding Between the City of Bozeman and Montana State University for the Long-term / Perpetual Use of the Center Island of the College & 11th Roundabout by Montana State University (Heaston) 4. Appoint Mayor Krauss and Commissioner Mehl to a sub-committee to review Depository Bonds and Pledged Securities (Clark) 8. Acknowledge receipt of Impact Fee Appeal No. 1102, regarding procedural flaws in Impact Fee Credit Request No. 1101 and set a public hearing date of May 23, 2011 (Saunders) 0:01:27 Public Comment Deputy Mayor Becker called for public comment on consent items. Policy Discussion Items 1. 2011-2012 Work Plan Item - Policy Discussion regarding the Status of the Bridger View Trailer Park (Saunders) 0:02:34 Chris Saunders, Planning and Community Development Assistant Director Mr. Saunders began the staff presentation on this item providing background information. 0:11:52 Commission began questions for staff. 0:13:12 Commissioner Pro-tem Krauss provided background and discussion on this item. 0:20:05 Commissioners continued questions for staff and Commissioner Pro-tem Krauss and continued discussion. 42 Minutes of the City Commission, Policy meeting May 9, 2011 3 of 5 0:40:01 Tracy Menuez, Chair of the Community Affordable Housing Advisory Board and affordable housing staff person with the Human Resource Development Council Ms. Menuez answered questions from Commissioners regarding an upcoming study of affordable housing in the City. The request for proposal will be released soon. Once a notice of award is released, a baseline assessment of what is available, leading into a gaps analysis and an affordable housing plan with outcomes and goals identified. Ms. Menuez is hoping to have phases 1 and 2 conducted by the fall, with planning happening over the winter. 0:41:51 Public Comment Deputy Mayor Becker opened public comment on this item. 0:42:13 Erik Nelson, ThinkTank Design Mr. Nelson said his architectural thesis was on mobile homes and he feels it is a great housing type that has not reached its potential. Ideally, he feels the city should work with HRDC for infrastructure. He said he would be an advocate of seeing this occur at this location. 0:44:11 Public comment Closed Seeing no further public comment, Deputy Mayor Becker closed public comment. 0:44:23 Deputy Mayor Becker and the Commissioners provided discussion on this item. 1:02:00 2. 2011-2012 Work Plan Item - Policy Discussion regarding Work Force Housing Program (McHarg) 1:02:09 Tim McHarg, Department of Planning and Community Development Director Mr. McHarg explained the City's workforce housing Ordinance and some of the problems with how the Ordinance is operationalized. 1:33:52 Tracy Menuez Ms. Menuez explained the history behind the adoption of the housing ordinance and what could be approved upon within the ordinance. 1:45:07 Dave Magistrelli, Habitat for Humanity Mr. Magistrelli explained that Habitat for Humanity is building homes within the City of Bozeman. 1:46:24 Public Comment Deputy Mayor Becker opened public comment. Seeing no further public comment, Deputy Mayor Becker closed public comment. 1:46:42 The Commissioners each provided staff direction on this item concluding they would like staff to come forward with plans to place the Workforce housing Ordinance on hiatus for twelve months to allow time for the Ordinance to be rewritten. 43 Minutes of the City Commission, Policy meeting May 9, 2011 4 of 5 2:00:03 Break Deputy Mayor Becker called for a short break. 2:14:17 Back from break Deputy Mayor Becker called the meeting back to order from break. 2:14:54 3. 2011-2012 Work Plan Item - Policy Discussion regarding Enhancement of Downtown Development Opportunities (Fontenot) 2:14:55 Commissioner Pro-tem Krauss left the meeting. Having previously handed control of the meeting over to Deputy Mayor Becker, Commissioner Pro-tem Krauss left the meeting. 2:14:56 Brit Fontenot, Director of Economic Development and Community Relations Mr. Fontenot began the staff presentation on this item. 2:16:56 Rick Hixson, City Engineer Mr. Hixson provided background regarding the downtown urban route transformation. 2:21:07 Cr. Andrus Cr. Andrus asked that the Community Climate Action Plan and the Complete Streets Policy be included in the list of plans that should be reviewed in an RFP draft. 2:21:07 Commission questions and discussion with staff and stakeholders proceeded on the urban route transformation item. 2:27:16 Chris Naumann, Downtown Bozeman Partnership Mr. Naumann spoke to the potential future possibility of Sustainable Communities Program Funds and explained the political aspects of this project and funding and the need for the scope to be broadened. 2:49:46 Mr. Saunders, Department of Planning and Community Development Mr. Saunders spoke regarding aspects within the Downtown Plan that have been implemented such as changes in parking and aspects that are being worked on right now such as possible changes to parkland. 3:03:08 Mr. Fontenot, Director of Economic Development and Community Relations Mr. Fontenot asked the Commission for direction regarding the process to take with the letter of intent from CATELLUS for the Carnegie parking lot. 3:13:50 Public Comment Deputy Mayor Becker called for public comment, seeing none he closed public comment. 3:14:19 4. FYI / Discussion 4:07:59 Cr. Taylor Cr. Taylor spoke regarding the International Property Maintenance Code and his desire to pursue this and asked for Commission support of this as a priority. 4:09:25 I.
