SUBJECT: Festival of the Fourth, July 4th Proclamation
MEETING DATE: June 6, 2011
RECOMMENDATION: Approve the Festival of the Fourth Proclamation and encourage
citizens to assist the city compete for a $10,000 grant from Liberty Mutual to help fund the
festival.
BACKGROUND: Each year the City’s fire, police and traffic departments work with
the Gallatin Empire Lions Club to put on Bozeman’s fireworks and entertainment show to
celebrate our nation’s birth with a festival on the fourth of July. For the past three years, the
Lions Club has sought sponsors for this event in an effort to make the celebration accessible to
everyone regardless of economic status. This proclamation emphasizes the strong partnership
between the city and the Gallatin Lions Club in ensuring the fourth of July is never forgotten and
remains available to all.
In an effort to ensure the availability of funds to put on this important celebration, the citizens of
Bozeman are encouraged to assist the city compete for a $10,000 grant in the Liberty Mutual
Bring Back the 4th contest.
All our community members need to do is visit www.BringBackThe4th.com between now
and June 14th and take a brief multiple choice quiz on “Responsible Moments in U.S. History.”
Each completed quiz counts as one credit towards our city’s total score. Winning towns and
cities will be announced the week of June 20th.
FISCAL EFFECTS: No impacts were identified. If our city wins a $10,000 grant to help fund
the Festival of the Fourth, the Gallatin Lions Club will have more funds available for their other
community projects and will also ensure that the 2011 Fourth of July celebration in Bozeman,
Montana will be free to all community members regardless of economic status.
ALTERNATIVES: Do not approve this Proclamation.

WHEREAS, the Fourth of July is our nation’s birthday and
our nation is in need of celebrations that emphasize national
pride and liberty;
WHEREAS, thousands of men, women, and children in the
Gallatin Valley have benefitted from community projects of the
Gallatin Empire Lions Club since 1969 including youth sports
and camps, scholarships, recycling, peace promotion, free
hearing aids, eye glasses and Christmas presents for people in
need;
WHEREAS, in an effort to ensure that everyone is able to
celebrate the birth of this fine nation, sponsors are solicited to
assist with the costs of the festival so the event may remain
free for the public to attend;
WHEREAS, the Gallatin Empire Lions Club, with
assistance from the City’s fire, police and traffic departments,
has put on Bozeman’s fireworks and entertainment show
known as the Festival of the Fourth for the past 10 years for
thousands of people at the fairgrounds;
NOW THEREFORE, I, Jeffrey K. Krauss, Mayor of the City
of Bozeman, Montana do hereby proclaim the Festival of the
Fourth as the official City of Bozeman celebration for the
Fourth of July.
