Oak Meadows:
The Planning Department has received inquiries about altering the Oak
Meadows Park Master Plan to accommodate a commercial indoor soccer arena
instead of soccer field and pavilion. RPAB approved the field and pavilion plan in
May of 2008. The committee is opposed to this request.
Meadow Creek:
The design review board approved the proposal that we reviewed and
approved at the February meeting. This plan was to develop the tot lot on 19th to
satisfy the dedication requirement for phase 1 and keep the interim park plan as
the fallback position if joint development of Miller Park cannot be implemented.
Diamond Estates:
The Diamond Estates development came to us with a request to postpone
development of their main park until lots closer to the park begin to build out.
Their rationale is that installing amenities when there is no neighboring habitation
is an invitation to vandalism. Further, much of the land is wetland that has been
seeded with native plants and many small trees have been planted. Additional
time for this vegetation to take hold will give it a greater chance of success. The
adjacent Oak Springs Park provides adequate recreation for current residents.
Developer will bond up for improvements but wants to defer development.
Committee endorsed this request.
cCpmmission Directive on Infill: The planning department has been directed by
1he City Commission to process a text amendment regarding parkland dedication
',.requirements in the B-3 district. The problem is that the B-3 district is fUlly built,
there is no land for park.
Chris Saunders from the planning office brought to our committee a menu
of possibilities that ranged from doing nothing to waiving parkland requirement
entirely.
Committee recommendations:
• Cash-in-lieu is a given, there is nothing to be gained having
developers produce bogus park plans.
• No reason to reduce the cash-in-Iieu amount
• Cash-in-lieu proceeds can and should be directed toward
downtown outdoor projects like improving Bozeman Creek
Planning would like to hear any additional input from the full board.
