Box 1230 · Bozeman, MT · 59771 Minutes of the Recreation and Parks Advisory Board (RPAB) April 14, 2011 Meeting was called to order at 7:01 p.m. by William VandenBos. Present: Board: Julie Zickovich, Bob Wade, David Cook, Sue Henning, Sandy Dodge, Bill VandenBos, Chris Guy, Jared Nelson, Betty Stroock, Alex Hallenius, Lucia Stewart, Tawnya Storm Minutes: 10 February and 10 March minutes were unanimously approved Open Public Comment: No public comment Committee Reports: Subdivision Review (Sandy Dodge)—See attachment for specifics on Oak Meadows, Meadow Creek, and Diamond Estates. The City Commission has requested the Planning Department to consider some possible changes to park dedication requirements for downtown development zoned B-3. Several options by City Staff have been proposed: A) Leave as is, B) No requirement for park dedication within the B-3 zoning district no matter how many units are proposed, C) Exempt the first five new dwellings in a project from dedication requirements (somewhat mirrors the exemption for minor subdivisions), D) Make specific that there is no land required, only cash-in-lieu. Delegate approval authority for review and acceptance of cash-in-lieu to the Planning Director. This shortens the review process and eliminates unnecessary effort, E) Follow the normal cash-in- lieu procedures but adopt a fixed percentage reduction across the board, F) The City Commission could pre-designate all cash-in-lieu received to certain projects like improving Bozeman Creek. This would likely not be code but a separate resolution or other action and is not shown in the attached text. The Subdivision Review Committee like D and F above. South University District Annexation is 127 acre parcel on the corner of 19th and Kagy. The developer wants to put the park on the south central portion of the development which would make a large ~40 acre park when combined with other developments to the South. The Subdivision Review Committee likes the idea. City Commissioner Report (Sean Becker): Sean Becker was present but had no report. Park Maintenance District Report (Randy Wall): Mr. Wall gave his presentation that he will give at the City Commission meeting regarding his findings on the Park Maintenance District. Some discussion regarding his findings ensued among the RPAB. For more details see City Commission meeting and meeting minutes. Gallatin Valley Land Trust (Penelope Pierce): The new Executive Director Penelope Pierce introduced herself and gave a general overview of the GVLT and future plans. Kelly Pohl (program director) discussed future funding, Langohr Park playground finishing touches, proposal with hospital to make winter trails available for summer use, Sourdough Canyon trail head improvements, and Regional Park connector trails. Parks Division Report (Thom White): See Report Recreation Division Report (Carole Brennan): No Report (see below) Parks and Recreation Director’s Report (Ron Dingman): Ron discussed the new Swim Center lighting, new main pump at the Swim Center, and the dry chlorine system. The Swim Center improvements have significantly enhanced the water quality and lighting. Ron has been in discussion with Jerry Walker regarding the East Gallatin Recreation Area. Ron is hopeful that the City of Bozeman and Montana Fish, Wildlife & Parks can resolve the sale of the East Gallatin Recreation Area. Ron mentioned that Carole Brennan had resigned.
