Special presentations:
Legislative update: Jenny advised the board on the latest updates for key state legislation, including HB 20 (authorizing social host ordinances at the county level) and SB 29 (mandatory
server training). Members discussed the implications of SB 29 passing, including the need for increased public education and communication to bar & business owners. One member pointed
out how this has been successful in other states, and while this will not stop over-service or service to underage youth, this bill does represent a CAC priority and an important measure
to reduce alcohol-related harm. Ultimately bar and business owners would be responsible for ensuring all employees are trained, which should include training for managers and advertisers.
The CAC may want to be involved in future educational campaigns to inform business owners of new regulations. HB 20 passed the house and has now been transmitted to the senate committee.
The CAC acknowledged one business in particular as being notably responsible in both training and advertising: Town Pump. CAC members feel these businesses should be recognized for taking
a proactive approach to preventing sales to youth.
The group discussed Music on Main and the ongoing issue of alcohol consumption after the event (when open container waivers expire). Law enforcement continues to recognize heavy drinking
throughout those evenings and will continue working with the Downtown Business Association (Ellie Staley) to ensure preventive measures are in place.
The group discussed the inconsistencies among downtown special events – some organizers get an open container waiver and some do not. This inconsistency results in confusion for both
businesses and the public – a couple of businesses are known to regularly provide drinks in “go cups” during these events, irrespective of whether a waiver has been acquired. The suggestion
was made to require all event organizers (when Main Street is closed) to get a waiver to reduce public confusion. Cyndy will look into which events are currently getting a waiver.
The CAC discussed whether waivers allowed for the provision of alcohol from a business’ property to the street (e.g., a business selling alcohol out of a window or from an outdoor seating
area directly to customers on the street). Dave will look into this.
