SUBJECT: Authorize the City Manager to Sign a Notice of Award for Construction of the
11th/College Roundabout to Knife River of Belgrade at a Cost of $652,747.35.

RECOMMENDATION: Authorize the City Manager to Sign a Notice of Award for
Construction of the 11th/College Roundabout to Knife River of Belgrade at a Cost of
$652,747.35.
BACKGROUND: Construction bids for the 11th/College roundabout project were opened on
March 29, 2011. Two bids were received, with Knife River of Belgrade being the low bidder at
a cost of $652,747.35, which was 4% under the consulting engineers estimate for the project.
The consultant’s certified bid tabulation and award recommendation letter are attached to this
memorandum. The city Engineering Division has reviewed the low bidder’s proposal along with
the consultant’s recommendation and concurs that award of a construction contract be made to
Knife River of Belgrade. The notice of award must be signed within 60 days following the
opening of bids, which is May 27. The contractor is provided 60 days to construct the project to
substantial completion. Per contract, the project must be complete no later than August 23 to
beat the rush of activity in conjunction with the beginning of MSU’s fall semester.
UNRESOLVED ISSUES: None.
ALTERNATIVES:
1. Deny award of the roundabout construction project and proceed with design of a
signalized intersection.
2. Deny award of the roundabout construction project and maintain the existing 4-way stop
controlled intersection.
3. As recommended by the Commission.
FISCAL EFFECTS: Total cost contemplated to the fund the project at this time of award is
$860,362.35, broken out as follows:

· Right-of-Way and Temporary Construction Permits = $160,428.20
· Construction = $652,747.35
· Construction Phase and Project Documentation Consultant Services per PSA =
$47,187.00
There are sufficient dollars available in the SIF fund to complete the construction of the project
without creating a negative position in the fund, or within the 5-year CIP schedule.

CONTRACT FOR: $652,747.35
You are notified that your Bid opened on March 29, 2011, for the above Contract has been considered. You are the
apparent Successful Bidder and have been awarded a Contract for the: College and 11th Street Roundabout. The
Contract Price of your Contract is: Six Hundred Fifty-Two Thousand Seven Hundred Forty-Seven Dollars and
Thirty-Five Cents ($ 652,747.35).
Five (5) copies of each of the proposed Contract Documents (except Drawings) accompany this Notice of Award. Three
(3) sets of the Drawings will be delivered separately or otherwise made available to you immediately.
You must comply with the following conditions precedent within fifteen (15) days of the date of this Notice of Award,
that is, by _______________.
1. You must deliver to the OWNER Five (5) fully executed counterparts of the Agreement including all the
Contract Documents and Drawings.
2. You must deliver with the executed Agreement the Contract Security (Bonds) as specified in the Instruction to
Bidders (Articles 8-10), and the General Conditions (paragraph 5.01).
3. List other conditions precedent:
You must deliver with the executed Agreement the Certificates of Insurance as specified in the General
Conditions (Article 5) and Supplementary Conditions (Article 1).
Failure to comply with these conditions within the time specified will entitle OWNER to consider your Bid abandoned,
to annul this Notice of Award, and to declare your Bid Security forfeited.
Within ten (10) days after you comply with these conditions, OWNER will return to you two fully signed counterpart of
the Agreement with the Contract Documents attached.
