Presentation and attached report are for information and discussion purposes only. BACKGROUND: The presentation and the attached report are to provide the Commission with the results of the study and analysis of the potential creation of a special district, or some equivalent alternative, for park maintenance in the City of Bozeman. The study is the result of the professional research paper originated by Randy Wall in accordance with the requirements of the Masters of Public Administration (MPA) program at Montana State University (MSU). The research paper was conceived in November 2010 at a meeting between the author and Deputy Mayor Becker. The meeting identified the potential project of evaluation and origination of policy recommendations for a special district for park maintenance for the City of Bozeman. While this concept had been identified and discussed preliminarily over the past decade, Staff resources had not been available to address it. The project evolved into a City Internship for Mr. Wall and became the subject of his professional research paper for the MPA program. The presentation and attached report are the results.
