RECOMMENDATION: Continue the public hearing and vote on the motion that was tabled
on February 28, 2011. Staff recommends that you deny the application by voting no on the
motion.
Tabled motion from February 28th:
It was moved by Cr. Andrus, seconded by Cr. Mehl to approve R-10019, including agency
exemptions from Section 18.42.130 to allow use of barbed wire on security fencing in the
PLI district and to allow fence height to exceed a maximum 8 feet; and allowing the
watercourse setback to comply with Section 18.42.100.A. Cr. Andrus amended the motion
to table the motion until April 11th.
On April 11th the Commission opened and continued this item to April 25th to allow more time
for staff to solidify alternative plans.
BACKGROUND: The City has recently reconfigured the Lower Yards along N. Rouse
Avenue to provide for a new vehicle maintenance facility and sand storage. A consequence of
this is the need to modify the City’s impound yard for vehicles. The Police Department has
decided to pursue impounding for many circumstances through contracting with private firms
and will no longer require as large of an impound area. The existing space at the Lower Yards
can meet the lessened need for secure storage of vehicles involved in criminal events.
The application for a Reuse/Further Development of an existing developed site at the North
Rouse Avenue site is therefore being withdrawn. The Police Department can answer any
questions on the change in approach for impounding service.
UNRESOLVED ISSUES: None
ALTERNATIVES: 1) Accept withdrawal of the application – voting Nay on the
motion on the table.
2) Approve the application anyway by voting yes on the motion.
