A. Call to Order — Chair Chris Westlake Chris Westlake called the meeting to order at 10:36 a.m. B. Minutes — January 6, 2011 Motion and Vote to approve the minutes of January 6, 2011. It was moved by Stuart Leidner, seconded by Tracy Menuez to approve the minutes of January 6, 2011. The motion passed unanimously. C. Public Comment None. D. Update, discussion and further planning of the 2011 Bozeman Economic Development Summit. (Fontenot/ KappeslMenuez — 35 minutes) • Maria provided an update on the ED summit. beginning with the budget (attached to minutes). This budget does not include travel and lodging costs. • Feb. 17 "' at the Emerson — keynote speaker • Feb. 24"' at the GranTree Inn - three break out rooms for roundtables. Council members represent and facilitate at the round tables. 7 to 10 a.m. -- 2 hours at roundtables? • Talking points dozen questions prepared • SIFE (Students In Free Enterprise) group from MSfJ are volunteering to take notes at the round tables. • Justin with SIFT will be compiling information from the surnmit 1" meeting, 2 goals: Chris Westlake introduce EDC and what we are doing; and then introduce guest speaker. Encourage return to second meeting. • 2"' meeting, engagement • 3..5 people have RSVP'd for both sessions in first. 2 days. • Phone calls to small businesses from EDC members. • Advertise connection between the two events • Conformation from Chronicle for coverage. Call television • Capacity 220 people for Emerson. • Quality recording of speaker? SIFE to check in with MSLJ. Data, primer questions? • Would like to know the community investment for economic development. • Workforce development measurement? • Workforce assessment is Gallatin Colleges top priority. Follow -up on methods of measuring the success of Bozeman's economic development plans and strategies; contemplating the Report Card. (Westlake — 30 minutes) 0 Balance between measuring and creating success Brit Fontenot spoke regarding: • Mr. Gary Gannon's wealth accounting presentation; • Relationships /Partnerships between the City of Bozeman and SIFE and the College of Business students; • Relationship building with Gary Bishop of the Entrepreneurial Center o€'the U.S. (now Jake Jabs Business Center at MSU). Brit asked for direction on whether to pursue this avenue and the EDC agreed; • Students could help conceptualize EDC " Card" and methodologies to measure ED success; • Mr. Gannon has offered some pro bona services if EDC so desires. Build relationship with college; and • It is important to balance out input on measurement of success with feedback Born community regarding how business owners measure success. EDC Members then discussed: • Great idea to involve students • Some of Gary's presentation philosophical _ too early? What can be practically used'? • Valuable to balance out input on measurements of'success with feedback frorn community about how business owners see success for economic development. • Start generating ideas through email. • What information would we need to track and is it feasible to track. • Great opportunity to collaborate with MSU. • Need measurement geared towards the community. • Longmont as a resource for information? • Justin with SIDE said he works for Profitable Ideas Exchange a small management consulting firm that primarily facilitates group interactions between executives. Sharing best practices. Unique opportunity to learn / share with other communities, businesses. Pair up with Profitable Ideas Exchange? From student perspective — great opportunity. F. FYI /Discussion (Westlake — 10 minutes) 1. Next steps/agenda items for the March 3, 2011 EDC meeting; (Westlake) 2. Bozeman Video Toni Fool: (Fontenot) Brit Fontenot explained this is a marketing branding effort by the City. Bozeman is the first city in Montana producing a video tour book. Mr. Fontenot said the videos will focus on the following topics: welcoming video. econ. dev.. K -12 education, health care, parks and recreation. real estate and relocation and transportation. Brit has partnered with folks in those areas to work on scripts. Videos will be shot in July. Businesses can link to the city — advertising around the city with widget. Rocky Mountain Land Use Institute, The Next West: 20m Annual Land Use Conference, March 3 - Denver, Colorado (Fontenot) Brit Fontenot announced lie has been invited by Yellowstone Business Partnership to be a speaker representing the EDC and the city at this event, 5. Montana Economic Developers Association Annual Conference, April 27 Stuart Bozeman, Montana (I.,eidner) Leidn«rsaid MEDA is on assoc. oFe000uonio development groups across Montana, The spring conference will be in Bozeman in April. The theme this year is 'Innovate Montana". 6, City Budget Process Brit Fontenot explained that the city's budget process would be starting soon.The EDC will need to identify budgetary needs of this council to present to the Commission. This starts at 7 a.m. and is hosted by the Chamber. Outlook Seminar yesterday Brit Poutc/zo1 spoke regarding the outlook seminar that occurred on 2-2. The nocesngc was that things are looking up for the areu, but the question is for how long. They were most optimistic about Gallatin County. 9. Eugen Graf — One year term coming to end - The EDC members would like to see Eugen Graf re Eugen will discuss some concerns with Mr. Kukulski before re-applying. 10. Reminder of City Online ethics training to be completed by EDC members G.
