COMMISSION RESOLUTION NO. 3491
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONT ANA, ADOPTING THE DOWNTOWN BOZEMAN IMPROVEMENT PLAN AS
A PLANNING DOCUMENT FOR THE CITY OF BOZEMAN.
WHEREAS, Downtown Bozeman is recognized as the cultural and commercial center of
Bozeman, and
WHEREAS, Downtown Bozeman provides an important sense of community, history and
identity for the City, and
WHEREAS, the City of Bozeman recognizes that the identity and vitality of the City
would
be irreparably harmed by any significant degradation of Downtown, and
WHEREAS, to prevent the degradation of Downtown it must be continually improved
and
strengthened as the Bozeman community and its suburban commercial centers develop,
and
WHEREAS, in 1995 the Downtown Bozeman Association asked the Bozeman City
Commission to appoint an Urban Renewal Committee, and
WHEREAS, in 1995, the City of Bozeman established a committee of Gallatin Valley
residents to explore the possibility of establishing an Urban Renewal District
that would permit a
Tax Increment Financing District, and
WHEREAS, the Urban Renewal Plan committee prepared an Urban Renewal Plan and this
plan was adopted by the Bozeman City Commission in November of 1995, and
WHEREAS, the Downtown Bozeman Improvement District was created, and
WHEREAS. an Urban Renewal Agency, known as the Downtown Bozeman Improvement
District Board, was created to implement the Urban Renewal Plan, and
WHEREAS, one of the recommendations of the Urban Renewal Plan was the preparation
of an Urban Design Plan for the Downtown Bozeman Improvement District, and
WHEREAS, the Downtown Bozeman Improvement District Board hired a consultant to
prepare an Urban Design Plan, and
WHEREAS, an Urban Design Plan for Downtown Bozeman, known as the Downtown
Bozeman Improvement Plan, was completed in June of 1998, and
WHEREAS, the City of Bozeman Planning Board is satisfied that the Downtown Bozeman
Improvement Plan is supportive of and should be an integral part of the proposed
Bozeman 2020
Community Plan; and
WHEREAS, the Bozeman Planning Board determined that the City's proposed Bozeman
2020 Community Plan should contain a significant amount of information about Downtown
to
emphasize the importance of Downtown, and
WHEREAS, the Bozeman Planning Board also determined that the City's proposed
Bozeman 2020 Community Plan should contain implementation actions the City can
pursue to
sustain and nurture Downtown, and
WHEREAS, much of the information and implementation actions desired for inclusion
in
the City's proposed Bozeman 2020 Community Plan are found in the Downtown Bozeman
Improvement Plan.

NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that the Downtown Bozeman Improvement Plan be and is hereby adopted as
the City's
guiding policy regarding development and improvements in Downtown Bozeman.
PASSED AND ADOPTED by the City Commission of the City of Bozeman, Montana, at
a regular session thereof held on the 22nd day of October, 2001.
