HomeMy WebLinkAbout11- Cardiac Arrest Survival Team Memorandum of Agreement, Partnership for Rural Access to Emergency DevicesMEMORANDUM OF AGREEMENT — HRSA 11-088 DRAFT Feb. 15 2011 CFDA: 93.259 The partner agencies involved in the Cardiac Arrest Survival Team (CAST) include.- City of Bozeman Police and Fire Departments, serving the City of Bozeman, Montana with 24-hour emergency services including sworn law enforcement, fire response and EMS. Bozeman Deaconess Hospital serving Gallatin County and Southwest Montana with a state of art regional hospital, medical control of the area's pre-hospital emergency medical response services and community health services. Montana State University Police Department, providing security and emergency services to the 12,000-student campus located in Bozeman, MT. Gallatin Count_ serving all residents of Gallatin County with essential, governmental services including law enforcement, health services and emergency services. With proper training, the use of Automatic External Defibrillators (AED) can save lives and are an indispensable tool for rural emergency responders. Considering the number of places and the multitude of emergency vehicles in which AEDs need to be placed in order to provide an adequate level of service in rural Montana, the cost of AEDs is prohibitive for local jurisdictions and service providers. Through the U.S. Department of Health and Human Services, Health Resources and Services Administration, Office of Rural Health Policy, Rural Access to Emergency Devices Grant Program (RAED), the CAST partners listed above have identified a potential Funding source for overcoming financial barriers to the acquisition of AEDs in sufficient quantities to make a significant difference in cardiac arrest outcomes in Gallatin County. Therefore, CAST has determined to prepare and submit a grant proposal to HRSA through RAED for the acquisition of AEDs for placement throughout Gallatin County, including the City of Bozeman and Montana State University. The grant proposal includes a prioritization policy for placing AEDs, training guidelines, and project administration responsibilities; all of which were developed by CAST through meetings with local, emergency service providers such as Rural Volunteer Fire Districts and law enforcement agencies. Through this MOA, CAST will provide the technical assistance required to effectively implement this project upon its funding by HRSA. CAST members who will carry out the work of this project are: Sean Grabbe, Training Officer, City of Bozeman Fire Department. 4: Marty Kent, Deputy Chief, City of Bozeman Police Department. Jennifer Kack, Heart Center/Cardiac Services Manager, Bozeman Deaconess Hospital, Robert Putzke, Chief of Police, Montana State University. ❖ Jason Jarret, Officer in Charge, Support Services Division, Sheriff's Department, Gallatin County. Each agency has specific responsibilities and contributes resources to the project. As the needs of one group change or others are identified, CAST members maintain the flexibility to expand their contributions to the project or to request assistance in order to maintain the strength of the entire project while continuing to meet the goals and objectives of the grant. Each member agrees to accept and carry out the provisions included below: City of Bozeman Fire DoArtmen , Responsibilitie • Project Management. • Compile and maintain data base including emergency response times. • Physical site for project activities and administration. • Provide American Heart Association certified AED trainers. • Community outreach and coordination with other CAST members. Resources • Staff including Project Director and trainers. • Office and activity space at Fire Station #1. • Disposable office supplies, printing and copying, pp M Ca of Bozeman Police Department Respoijsibilities * Assist with Project Management. * Coordinate with outlying community law enforcement and emergency response agencies for AED placement, training and O&M. * Provide interpreting services to persons with Limited English Proficiency (LEP). Resources * Assign project staff as needed, * Obligate communications resources as needed (telephone, radio, internet). * Over the telephone interpreting services for persons with LEP as needed directly related to emergency services or project implementation. Partnership for Rural Access to Emergency Devices Cardiac Arrest Survival Team, Bozeman, Montana h MEMORANDUM OF AGREEMENT — URSA 11-088 DRAFT Feb. 15 2011 CFDA: 93.259 Bozeman Deaconess Hospital, Responsibilities • Provide primary training site. • Conduct training in coordination with other qualified CAST members, • Conduct formal reviews of proposed plans and policies developed by CAST. • Coordinate with local and regional medical community. • Develop project evaluation tools and assist Project Manager with evaluation. Resources • Provide training materials. • American Heart Association certified trainers. • Medical providers and administrative staff for coordination, consultation, and review of plans, policies, AED products, placement and use. • Support staff, printing/copying, communications and supplies for training sessions. Montana State Universily Police ,Department, Responsibilities • Assist with data collection and interpretation, • Coordinate training, between MSU and Deaconess. Resources * Obligate training 'slots' for American Heart Association certified AED training as available. * Commit staff time to project evaluation, * Participate in AED placement priority determinations. Gallatin tConty Responsibilities • Assist with Project Management and Administration. • Project outreach to rural areas of Gallatin County. • Coordinate collection of rural emergency response time and outcome data, • Assist with coordination among community law enforcement and emergency response agencies. • Assist with training, AED placement, and AED O&M. Resources • Local travel as required to conduct outreach to rural communities, • Obligation of administrative and Sheriff's Department staff time as needed to meet responsibilities listed above.
