SUBJECT: Retroactively authorize the City Manager’s signature on the grant
agreement for the $150,000 Save America’s Treasures (SAT) Grant for the Main Street Historic
District between the City of Bozeman and the National Park Service.

RECOMMENDATION: Staff recommends the commission retroactively authorize the City
Manager’s signature on the SAT grant agreement.
BACKGROUND: In the spring of 2010 the City of Bozeman received a $150,000 Save
America’s Treasures grant through Congressman Rehberg’s office to aid the Main Street Historic
District’s recovery from the March 2009 explosion and fire. As a steward of the grant, the City
of Bozeman’s Historic Preservation Officer Courtney Kramer, Grants Manager Kenneth Stocks
and Downtown Partnership Executive Director Chris Naumann continue to work to find a
suitable private recipient of the grant within the Main Street Historic District.
Due to the Federal budgeting cycle, a grant agreement had to be signed in a timely manner. HPO
Kramer received the paperwork on Monday, February 28th with a deadline of Thursday March 3
for the paperwork to be signed. An unsigned grant agreement would result in the loss of the
grant. Given the time constrictions, the City Manager signed the grant agreement and this memo
requests the Commission retroactively approve that signature.
FISCAL EFFECTS: As the steward of this grant, the City of Bozeman donates staff time to
grant management.
