Special presentations
Christmas Stroll: A member (not in attendance) had written to Jenny with observations from the
recent Christmas Stroll, which included service of alcohol to be taken from the bars. Other members
who were at the Stroll reported not seeing any specific problems, although this is likely due to the time
of the event. The discussion continued, with a member raising the issue of the “Lady’s Night”
promotions downtown – ads are posted to promote special deals and the provision of alcohol at local
businesses (similar to the Art Walks). This continues to be an area of confusion as these increase the
likelihood of open container violations, and the question remains re: the legality of non-hospitality
downtown businesses serving alcohol.
National Alcohol Policy 15 conference highlights: Jenny attended a national conference on alcohol
policy, which included the most current research in the field (U.S. and globally). The most effective
“environmental” strategies were articulated, and are thus recommended for community
consideration. Policies include pricing (taxation), limiting availability, limiting marketing, increasing
compliance and sobriety checks, among other policy-based strategies.
Coalition strategic planning: Based on best practices from other campus-communities, topics of
interest for Bozeman may include compliance checks, over-service at bars (particularly downtown bars
that are popular with MSU students), and revisiting the party ordinance. Cyndy observed that the
social host policy has not been visible among the City Commissioners. Currently the CAC is awaiting the
outcome of pending state legislative changes to accommodate this policy at the county level. Cyndy
will look into the feasibly of a “policy meeting” with the Commission to discuss the role the City plays
in alcohol control.
New Business
No meeting in January due to holiday travel
Rick announced that he was seeking a BHS representative to replace his position on the CAC.
Meeting adjourned at 5:30. Next meeting will be February 8, 2011.
