A. Call to Order — Chair Chris Westlake
Chris Westlake called the meeting to order at 10:36 a.m.
B. Minutes — December 2, 2010
Motion and Vote to approve the minutes of December 2, 2010.
Page 4 of 7 change Tracy's last name.
It was moved by Cheryl Ridgely, seconded by Stuart Leidner to approve the minutes of
December 2, 2010 with the correction in Tracy's name on page 4.

C. Public Comment
None.
D. Non - Action Items
1. Brief overview of EDC action and direction from the December 2, 2010 EDC
meeting.
None
2. Brief overview of the January 3, 2011 City Commission discussion of the EDC
priorities and recommendations.
• Great conversation by the Commission.
• May need to discuss Mandeville again.
• Discussion regarding upcoming EDC issue on the 1 -10 -11 City Commission meeting:
Resolution to support Gallatin College.
• Westlake: Recognition by Commission of point that ED is more regional than city
boundaries. Bring in the ecosystem.
• Measuring success into the future.
E. Action Items
1. Presentation on methods of measuring the success of Bozeman's economic
development plans and strategies (Gary Gannon). —,See presentation materials attached to
minutes for details of the presentation.
• Branding problem with Bozeman and Montana overall.
• Mr. Gannon provided information regarding his professional background.
• Purpose of presentation: Introduce wealth accounting, introduce possible metrics.
• Wealth accounting as applied to measurement that the EDC is doing.
• Recommendations:
• Assign value to natural capital
• Evaluate impact on services
• Determine net gain or loss of value
• Total economic value.
• What is specific to Bozeman?
• Valuation Techniques: Basis for valuation, cost of resources
• Externalities: Shrinking World, expanding population, expanding consumption, water use
consumption, etc.: affect us locally.
• City and County have consistency regarding the cost of water rights very important.
• Reporting Recommendations

• Map data to different types of data, build measurement template, track data, stronger
linkage between lifestyle goals and economics
• Help business community look at externalities and how they will affect.
• Most of the EDC goals fall within the realm of social and human capital.
2. Discussion and planning of the 2011 Bozeman Economic Development Summit (Menuez
and Leidner)
Chris Westlake handed the meeting over to Stuart Leidner as he had another engagement.
Stuart Leidner began the discussion, speaking to the draft proposal from Prospera regarding the
summit (see attachment to minutes). Other board members provided input and feedback.
• No food allowed in Museum of the Rockies making site problematic.
• Underwrite the cost. Charging may get too complicated. Need sponsors.
• Branding for the EDC.
• 3 consecutive weeks to keep it fresh? Launching path. More summits possible on down
the road.
• Addendum on advertising rates
• Discussion on speaker — community to speak? Brit to talk to Littleton, Colorado.
• Core concept — incorporated thoughts from last meeting?
• Industry panels
• Driven by speaker availability and location availability.
• l event take -away: What has EDC been accomplishing, concept of economic gardening,
bringing all resources.
• Two - directional?
• Brit: as a small business owner take -away: city of Bozeman is looking at empowering
businesses locally. Nurturing, encouraging businesses that are already here.
• Roundtables of sectors at 2" and -1 . Engage community to provide a forum.
• Principles /tools of econ. gardening that we are trying to educate on. These not a trend, but
rather proven in other communities throughout the country.
Gary Gannon, Public Comment
Mr. Gannon lived in an international consortium for years and feels it is important to elicit
interactivity in ongoing groups to turn energy into productive use to accomplish goals.
Additional board discussion:
• Rethink finding additional facilitators? 5 to 7 sectors?
• Well crafted survey?

• Survey regarding information critical to the dashboard? Facts from industry perspective
to help us develop dashboard.
• Qualitative. Reaction to the plan? Facts and feedback on what are the right things to
report on.
• Business community already surveyed. Now moving forward. What do businesses
envision as we work towards these goals.
Economic Development Summit sub- committee to meet next week and continue planning.
F. FYI/Discussion
1. Montana State University: Economic Impact Report released Jan. 5, 2011.
2. Presence from some of the EDC members at the January 10, 2011 City
Commission meeting to provide public testimony regarding Action item 41 would be helpful.
This item is:
Resolution No. 4308, directing the City Manager to bring before the Commission an Amendment
to the Current Fiscal Year 2011 Budget to Appropriate the Equivalent of 1.5 Mills from General
Fund Cash Reserves for Gallatin College Programs and to Develop a Preliminary Budget for
Fiscal Year 2012 that includes 1.5 Mills for the Support of Gallatin College Programs (Kukulski)
3. Next meeting February 3, 2011.
4. Branding : Brit Fontenot is actively working on seven free videos for the city that
will showcase different aspects of the community. The marketing company will be in the
community for the next 7 to 9 days to sell advertising to businesses in the community. The city
will act as a type of website portal for other business ads. (Further explanation on meeting audio)

Proposal for Public Listening Sessions
2010 Economic Development Council Priorities & Recommendations
In the performance of its duty to advise the Bozeman City Commission on economic development issues, the
City's Economic Development Council (EDC) has developed a series of policy recommendations to build on
our community's existing ads antages and position us to excel. They are based on an Economic Gardening
Strategy-.
One of our city's many advantages is its well- connected business community. In an effort to leverage our
business community's good thinking, experience, and depth of knowledge, the EDC is interested in hosting a
series of Economic Development sessions. The content for these listening sessions would come from the
proposed 2010 EDC Priorities and Recommendations.
Target Audience:
100 -200 Small business owners and leaders in Bozeman; local & regional business resource providers; local
government

Presentation Structure: Reverse Panel
Selected member /s of the EDC would give a brief (10 -1� minutes) background presentation on the day's
theme. During this time, the presenter /s would address the EDC's reasons for including the topic as a
recommendation, and explain how the topic could be implemented. The presentation would serve as a launch
pad for discussion, at which time we would use a reverse panel to facilitate discussion.
Marketing
This will be branded as a public series hosted by The City of Bozeman. Prospera would coordinate the
logistics of scouting and reserving the event space, registration, food (if needed), electronic event im=itation
for distribution among partners, press releases, and newspaper advertising as a contracted service.
Suggested tactics: email im=itation via partner organization mail lists (Chambers, Museum of the Rockies
Business Members, etc.); social media outlets; newspaper advertising; post on event calendars
