Box 1230 ·Bozeman, MT·59771 Minutes of the Recreation and Parks Advisory Board (RPAB) December 9, 2010 Present: Board: Terry Baldus, Bob Wade, David Cook, Sue Henning, Sandy Dodge, Bill VandenBos, Chris Guy, Tawyna Storm, Jared Nelson City: Ron Dingman, Carole Brennan, Sean Becker Meeting was called to order at 7:02 p.m. by William VandenBos. Minutes: Minutes of the 14 October meeting were approved. Terry Baldus made the motion and Bob Wade seconded. Open Public Comment: Craig Sward and Cary Silberman gave a brief Rose Park update. They dropped off a Rose Park update document and would like to be on the agenda at a future meeting. William VandenBos said he would put them on an agenda in the future. Committee Reports: Subdivision Review (Sandy Dodge) Spring Creek Village: Developer wants linear trail to account for parkland dedication. Board believes that this not be allowed for parkland dedication. This was only for the RPAB information and no action required. Bozeman Deaconess Expansion: Hospital needs to have RPAB review any development on Tracts 1 or 2. Motion: Appr Emergency Room with no RPAB opposition. Terry moved, Bob seconded and it was approved. Northeast Urban Renewal Board Trail Proposal: The intent is to improve pedestrian connectivity in the area. Engineering recommends a class two trail and so does GVLT. This project would be financed through tax improvement finance district. The RPAB needs to provide a recommendation for the class of trail. Lucia Stewart, a home owner in the area, gave public support of the project. David Cook made the motion that the Northeast Urban Renewal Board Trail be built as a class two trail. Sue Henning seconded. Approved. (Sean Becker): Sean Becker apologized for missing a few meetings and noted that he would be unavailable for the upcoming January and February meetings. Park Improvement Grants have been reinstated in the City budget at $75,000 per year for the next five years. Gallatin Valley Land Trust (Ted Lange): GVLT has been having bimonthly meetings with Recreation and Parks staff. Gardner Park parking lot is completed. Painted Hills trail parking lot improvements were discussed. Sourdough Canyon trailhead parking and vault toilet completed. At Snowfill, GVLT is paying for a toilet but just about out of money and is currently working with Recreation and Parks staff to identify the next steps. GVLT is completing work on three park improvement grants. Ted also provided updates on additional projects that are waiting federal funding. Trail Development on Hospital Land (David Cook): The groomed trails on the hospital land are hugely popular and there are agreements between BSF and the hospital to use the hospital property. hospital in a letter with respect to thanking them for using the land and acknowledge that the current use of the land for skiin Terry seconded. The motion was unanimously approved. Recreation Division Report (Carole Brennan) See attachment Adult Recreation Fees were tabled until further notice. Parks Division Report (Thom White) (Ron Dingman reported) See attachment Recreation DirectRon Dingman) No additional news FYI Officers for 2011; Terry Baldus and Chris Guy will be on the agenda for the January meeting to present the officer nominations for 2011. Vacancies; It was noted that there are several board vacancies, both regular and student. Bob Wade mentioned the Huffing for Stuffing race and its success. There was some discussion about how to follow-up on public comment. What do we do about public comment complaints that occur, for example Ka comments at the October meeting? This topic will be addressed at a later meeting. Meeting adjourned at 8:41 p.m.
