HomeMy WebLinkAbout01-06-11 Community Affordable Housing Advisory Board Minutes City of Bozeman Community Affordable Housing Advisory Board (CAHAB) Work Session Minutes January 6, 2011 12:00 pm – 1:30 pm HRDC Conference Room Attending: Mary Martin (Community Representative), Jan Bergman (Community Representative), Dave Magistrelli (Community Representative), Carson Taylor (City Commissioner) Absent (excused): Brian LaMeres (City of Bozeman Finance Department), Daniel Simonich (Community Representative), Kris Keller (Community Representative) (comments from Ms. Keller received via e-main in advance of meeting due to her scheduled absence) Staff : Tracy Menuez (HRDC), Tim McHarg (City Planning Department) Public: None At this work session, the board continued their discussions from previous meetings regarding the amendment process for workforce housing. Kris’s comments (received via e-mail in anticipation of her absence) were shared with the group. Board members commented on the overriding principals and list of recommendations to be provided. It was decided that the list would be given to Commissioner Taylor to be used to facilitate his discussions regarding the ordinance during the Commission’s annual goals/priorities session. Mary commented that we need units, not lots, to which Jan agreed. She asked if the goal was to promote density, which would impact the structure of the ordinance. She also felt that it was important to develop mechanisms to develop down-payment programs that could fill market demand. Tracy mentioned that HRDC will be making recommendations as well. Tim asked if we wanted to keep with the current emphasis on 25% detached units, which are very difficult to develop affordably. He also commented that a recommendation should be retool the ordinance to remove the specific administrative functions from the language and place them in an administrative manual. This would provide more flexibility to staff. Carson advised that the commission, when reviewing proposed changes, needs to see what the change is connected to and why it is necessary. The current ordinance creates predictability and certainty to a fault, recommendations to amend the ordinance should address why the current system is ineffective. He stated that changes need to be connected to the overarching goals of the ordinance. Further discussion regarding the goal of the ordinance and necessary changes was conducted. The board requested that staff write up a synopsis of the board’s recommendations to be reviewed at the next meeting. With no further discussion, the work session was ended.
