HomeMy WebLinkAbout10-26-10 Streamline Advisory Board Minutes Streamline Advisory Board Minutes October 26th, 2010; HRDC Board Room 8:40-10:00 am Members Present –Chris Budeski, David Kack, Suzanne Winchester, Eric Brown, Carol Shannon, Patty Gunderson, Jeff Rupp, Carter, Mike W, Colleen Lindner, Dan Martin, Sunshine, Ross, Rosie Barndt, Whit, Shelby. Guests – Ralph Zimmer – Transportation Safety, Lee Hazelbaker, Dana Melcher. October Minutes: Colleen moved minutes be approved. Motion seconded by Carter. Motion carried Public Comments: None Discussion Items: a. Texting/Cell phone use of drivers while operating bus b. Livingston run – capacity issue Ralph was at the meeting to discuss the Texting and Cell phone usage while driving and transporting passengers. He is the chairperson for the Transportation Safety Committee and will be working with them regarding the lobbying in the State Legislator restricting the use of phone while operating a vehicle. Dan – Texting is a Federal offense whether reading or writing. Generally their company policy on phone use is on an ‘as needed only basis’. There are occasions where this has been necessary. The Smart Drive System monitors some of this in the buses. The tapes are all reviewed by a third party reviewer. This is a written policy at Karst and Dan can get copies for the board to read. Ralph – Take a broader perspective – what risk are passengers at when other drivers are distracted. Dan – They encourage drivers to use sound judgment. David – WTI – working on a small research study on verbal testing. Recommended reading ‘Traffic’ by Tom Vanderbilt Carson – extreme lawyer view – If an employee would not have anything in writing except “never use your cell phone”, – lawyers will look at this more in depth for punitive injuries. Everything other than driving is a distraction. Cell phone use in emergencies may be permissible. Need to be aware not only for ourselves but for passengers on the bus. Dan – operations side becomes involved, does this make the two-way radio a distraction also? He would be more supportive of city wide ordinance rather than bus specific. David – Ralph is looking for support of bill? Four legislatures submitted requests for drafting of this bill for distracted driving. He’s pretty sure it will be debated in the legislature. Living Run – capacity issue – We are bumping capacity every day on the Livingston bus. David – running 1 larger bus would be more cost efficient than 2 smaller buses. nd 2 bus made the cost $51,000 just for the contract, mileage and fuel were not included. Mike will check on actual rider counts and Dana will pull numbers from tally sheets to get to the board. Lee – will not be totally moved due to Qwest not completing the cabling into the building. Have everything but the telephones, and the locks will all be in by tomorrow. Jeff is looking at February 2, 2011, Groundhog Day for a Grand Opening. The Bridger runs are in full swing. They started two weeks earlier than originally planned because of the snow early on. The grant allotment is $841,000+, and increase of $131K over last year. We are currently in violation of ADA as we have no Saturday driver. We do have a person that is interested so we are working on getting him hired. Our local match money can be in-kind volunteer work as long as it is something we would normally be an employee to do that same job. We will have to be sure to include it in the budget and grant application to use it for this next year. Rosie –October statements and budget sheets Whit – Repairs are still a challenge on the Streamline buses Dan – November will be a big bill as there are the following coming up: #2 has a broken axle, #3 has a transaxle issue, #4 has a pull cord that needs repaired, #8 needs new injectors, #10 needs license, signage and a radio. Some of the repairs are specific to the bus and some like the injectors are due to the age of the bus. In getting new buses – the state bids it our and we have to take what they get on low bid. They do know the issues we are having with the current buses so are able to specify different items if necessary. Suzanne – is axle made worse by curb hits? Dan says ‘no’, he feels it is because the buses are reaching 100,000 miles. Eric – Latenight – attendants are doing a great job. There have been a couple minor issues but they have dealt with those. Colleen – we have ordered latenight bus stop signs. Shelby – they are looking at how to increase ridership on the latenight and are looking at scavenger hunts, business bonus involvement, etc. Operations – met and worked through some things to handle the snow storms, etc. Patty 0 why can’t we do park and rides for special events?
