A. Call to Order — Chair Chris Westlake
Chris Westlake called the meeting to order at 10:34 a.m.
B. Minutes — October 28, 2010
Motion and Vote to approve the minutes of October 28, 2010.
It was moved by Tracy Menuez, seconded by Chris Westlake to approve the minutes of
October 28, 2010 as submitted.
The motion passed unanimously.

EDC Meeting.

1. Finalize EDC Priorities and Recommendations 1-6.
Item 6:
0 Affordable goes into market rate, affordable changes to subsidized.
Intro:
• Annual report
• Discussion took place regarding wording within the second paragraph that specifies what
the planning board is working on. Chris Mehl would like this struck per phone call last
night, Cr. Mehl thought we shouldn't be too specific. EDC agreed.
• Ask Eugen Graf to give a presentation at the next meeting with an update on the planning
board reforms.

Brit Fontenot would like this document considered by the Commission at the same time as the
Planning Board suggested reforms in January.
Alex went through the EDC plan and the EDC priority list and make connections between the
two providing a solid foundation for the recommendations.
Motion and Vote
It was moved by Daril Schliem, seconded by Stuart Leidner to approve the Economic
Development Council's priorities and recommendations as amended.

1. Next steps/agenda items for the December 2, 2010 EDC Meeting.
Move meetings to once a month.
Summit Planning
• Discussion took place regarding the timing of the summit. Targeted first quarter of 2011
- April instead of March
• Discussion took place regarding how long the summit should be. Full day, V2 day?
• Discussion took place regarding the purpose of the summit.
• Focus on Bozeman and surrounding areas
• Invite businesses and business resources - connect the two?
• Local CEO's to talk about how they've been successful?
• Share missions/goals to identify resources in the area?
• Successful format - eggs and issues in the a,m.
• Go over city's EDC strategies and goals in the am. and what is already
happening?
• Break outs focus on six ideas out of this plan? Input?
• Council person facilitate discussion on each item?
l Go back to the original group polled - input, buy in, awareness
• Distillation of our clusters - Businesses working together, identifying needs and
strengths of groups
• Focus on a particular cluster?
• Consider a speaker from out of state regarding economic gardening?
• Breakout sessions so can diversify audience while still distilling down
• 8 or 9 clusters invited to tell the EDC what they need from the Council
• Ability to fine tune resources and how to drive the resources, identify additional
needs.
• Example: Technology sector - identified the companies, now how do we help
them build compatibility, etc. Identify more clearly where to collaborate better.
• Opportunity to share information, but mostly to gather information, attendees
share with each other, communicate with each other, identify with each other.
• January 28 EDC council and the resources in advance of the summit.
• Opportunity for resources to here where the needs are.
• Generate ideas among the EDC to discover length needed, etc.
• Theme from econ. gardening - miniseries? Several summits?
• Ability to discuss local level strategies on a state / regional level

o Economic District Designation: Lead Driver from EDA is John Rodgers, local
driver is RC&D board

• Briefs attendees on priority list and asks for input
• Segments
* Series — three a year? Keep them short, focused, productive?
* If series, next one open more to clusters or a specific group?
• Breakout in morning with two different clusters?
• Where to build Gallatin College in to the receiving end?
• Workforce — mix of different businesses listing their concerns
• Providing info. ahead of time asking them to talk to peers and be ready to have
critical conversations.
• Potential format — start early, light breakfast. Where EDC is right now. Breakouts
on items with panels. Targets to panels and audience
• Keynote at the beginning
• How might we structure this — early in the quarter and then several more later?
• Discussion took place regarding what the panels, breakouts would look like?

Positive outcome — these are the needs that we have, resource hears and responds
• Resource guide has gathered the resource providers
• Importance of showing we are moving forward. Brief of what is already happening,
• Continuous input process, but have to see action, concrete
• Brit will start shopping for a possible keynote speaker — drive date?
o Economic gardening as keynote
o Value of cluster development as keynote speaker?

Economic dashboard — indicator of health of community
Food bank data: new households went down every month with the exception of March. August
went down 23% in new households.

Brit Fontenot said the resource guide meeting was very successful with lots of input and tips.
The 24 the resources get items to Mr. Fontenot. January 19"' is the deadline for the guide with
website soon after.

Action for next meeting:
Ideas for structuring summit or a series of summits
Look at EDC plan — what do we need to accomplish in the next 6 to 9 months?
Use budget to have an organization run the coordination of the summit? — Prospera?
Playing to each other's strengths. Positive, professional, polished summit.
