The vehicle described herein shall be a new North American manufactured from 2010 or 2011
production and shall be in compliance with the 2010 emission laws. All parts and accessories, which are required to compose a complete unit, shall be furnished whether herein stipulated or

Section 14 Hydraulic Controls (Force America Patrol Commander Console™)
HYDRAULIC PUMP/HOT SHIFT PTO: The hydraulic pump shall be an axial piston pressure and flow prior compensated load-sensing
type. The pump shall have a displacement of five point six one (5.61) cubic inches per revolution at maximum stroke which will deliver twenty three point seven (23.7) gallons per
minute at one thousand (1000) engine revolutions per minute. The pump shall have a minimum
two inch (2”) suction line and one quarter inch (½”) control drain line plumbed directly back to the reservoir. The pump shall be rated for five thousand eight hundred (5800) PSI maximum

and four thousand eight hundred (4800) PSI continuous. The pump shall have a Din type-mounting flange. The pump shall be Force America TXV92 or approved equal. A hot shift PTO
that is mounted to the Allison™ 4500 RDS series transmission shall drive the pump. The PTO
shall run at a one hundred three percent (103%) of engine speed.

SHUT DOWN SYSTEM: There shall be a sensor for low oil/high temp mounted in the top of the reservoir. It will be a
normally open circuit rated for three (3) amps. When the oil reaches a critical level this circuit will close sending a signal to the hot shift power take off, disengaging the pump and shutting off
the flow of oil to the system. At the same time, a signal will be sent to an indicator mounted in
the cab alerting the operator of system shut down. A low oil manual override switch will allow the operator to momentarily override the system shutdown to raise the plow or lower the dump
body, in order to return to a maintenance facility.

There shall be a high-pressure filter plumbed between the hydraulic pump and the control valve assembly. The hydraulic filter shall be a twenty five (25)-micron absolute and rated for six

Controls for all valve functions and electronic spreader control will be integrated into a single, self-contained control center. The control center shall be a padded armrest style that is
ergonomically designed. Control center shall be modular in design for ease of installation and service, and wiring and connectors shall be keyed and color coded throughout. A sealed, pre-wired harness for all valve controls must be provided. All components must be durable for long

• The joystick control system shall be equipped with a qualified ESTOP device that immediately disconnects battery power from all joystick outputs. All joystick-
operated outputs shall immediately cease to function, an audible alarm shall sound,
and the joystick system display shall inform the operator that the ESTOP device has been activated. The ESTOP device must remove power from the joystick outputs
while maintaining power to the display and CPU for diagnostic purposes. The operator must manually reset the ESTOP device in order to return the joysticks to operational status.

The spreader control shall regulate the auger and spinner speeds as well as pre-wetting liquid. There shall be three (3) individual detented knobs providing proportional control from closed to
fully open on the control valve of the auger, spinner and liquid. Front face panel shall have
“standby” indicator light activated by pushing the auger dial, blast mode adjustable for momentary or timed up to sixteen (16) seconds with cancellation and flashing indicator light.
Other features shall include remote standby and blast inputs, switch selectable speedometer interrupt (sander shutdown when vehicle stops), adjustable back lighting via vehicle controls. The unit must be protected from reverse polarity, as well as be over-voltage protected by using
a five-amp reset circuit breaker. All circuit boards to be conformal coated. The liquid control will have a separate power switch with indicator light. In addition the liquid unit will have an optional liquid blast as well as a low pressure, high pressure and low liquid warning indicators. The

HYDRAULIC VALVE:
The hydraulic valve shall be of modular manifold design. Each hydraulic function requires an individual manifold stacked together to form the manifold base. The manifold base shall consist of an inlet section with SAE number sixteen (#16) inlet porting, SAE number twenty (#20) outlet
porting, and SAE number four (#4) load sense porting. There shall be a main system relief in the inlet section to protect the system from high pressure in case the pump compensators fail. The dump body manifold shall be stacked next to the inlet section, and capable of forty (40)
GPM with SAE number twelve (#12) porting. The hydraulic control valves shall be pulse-width modulated, proportionally controlled. Each hydraulic valve segment shall be individually mounted to the manifold base assembly and be serviceable without removing any hydraulic
hoses or any other hydraulic valve segments. Each hydraulic valve segment shall have individual pressure compensation to achieve independent simultaneous operations. All
segments shall have heavy-duty continuous duty coils and connections shall be with Din
connectors. All coils shall operate at twelve (12) VDC and require a maximum of one thousand four hundred (1400) mille-amps. Each segment shall be equipped with a manual override
except for the auger and spinner sections. The dump body segment shall be rated to forty (40)
GPM, with all other segments rated to twenty (20) GPM. If a double acting hoist is utilized, the dump body segment shall be equipped with a down side relief to protect the body down
function. This relief shall be set to the hoist manufacturer’s specifications. Valve segments shall be Add-A-Fold® model or prior approved equal. The valve is to be arranged as follows:

and one half inch by two and one half inch (1/2” x 2 ½” x 2 ½”) pivot angles. All reinforced with a three fourths inch by two and one half inch by fifty nine and three fourths inch (¾” x 2 ½” x 59 ¾”) support bar and two (2) one half inch by eight inch by eighteen inch (½” x 8” x 18”) stiffener
plates. Two (2) plasma cut one half inch by two and one fourth inch by two and seven sixteenth inch (½” x 2 ¼” x 2 7/16”) gussets will be welded to the top plate and support plate for added strength.

Section 18 Manuals
Manuals must cover all parts, service wiring diagrams, and all major components. Unit shall be
supplied with at least one (1) complete manual, one (1) CD-ROM manual, and two (2) operator manuals. Manuals shall be the same used in the supplier’s maintenance shop. Any outside
vendors installing various components on this unit shall include original parts, service, and operator manuals. Unit will be supplied with a final bill of materials/build sheet.

WARRANTY:
Unit shall have a standard factory warranty. The City of Bozeman reserves the right to do
warranty work with authorization from manufacturer. Warranty work will be billed out at eighty dollars ($80.00) per hour straight time for warranty repairs. Prior approval will be obtained from
the manufacturer before repairs are started. All warranty parts will be shipped free of charge to our shop, 1812 N. Rouse, Bozeman, MT 59715, with overnight designation and if parts are to be returned the manufacturer will make arrangements to have the old parts returned at their cost.
Arrangements may be made at our approval to have warranty work done within a 10 mile radius of our shop. If the truck is not operational for more than five (5) days during the warranty period due to parts availability or agreed upon repair shop’s schedule, then a penalty of five hundred
dollars ($500.00) per day will be paid by the dealer who supplied the truck or an equivalent piece of equipment will be supplied free of charge.

DELIVERY:
The complete unit (F.O.B. City Shops Complex, 1812 N. Rouse, Bozeman, MT 59715, shall be
delivered within one hundred twenty (120) calendar days after the date of the notice to proceed. Upon delivery of the complete unit, City of Bozeman staff will inspect the complete unit to see if it meets bid specs. If the City staff finds that it does not meet the specs, it will be taken by the
dealer to their facility to correct the deficiencies. If the completed unit is not returned with all deficiencies corrected within 30 days, a penalty of one hundred dollars ($100.00) per day will be paid by the successful bidder.

TRAINING:
Successful bidder will provide four hours of operator and service training to be provided at City
of Bozeman Shop Complex (814 N. Bozeman). If a model of truck is awarded the bid and that model has never been owned by the City of Bozeman, then factory training will be provided for
one mechanic. This will be the same training provided to dealership mechanics. The training
will be no less than two (2) days and no more than five (5) days. All expenses including but not limited to travel, room and board and classroom materials will be provided by the successful
