HomeMy WebLinkAboutmemo and resolution for Gallatin College.pdf1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Kukulski, City Manager SUBJECT: Resolution 4308 in support of Gallatin College Programs MEETING DATE: January 10, 2011 AGENDA ITEM TYPE: Action Item RECOMMENDATION: Consider the presentation and adopt Resolution 4308 BACKGROUND: For 118 years the City of Bozeman and its citizens have supported Montana State University and its land grant mission “to promote liberal and practical education of the industrial classes in the several pursuits and professions in life”. Resolution 4308 proposes continued support for Montana State University and the burgeoning Gallatin College Programs as they jointly endeavor to increase affordability and accessibility of two-year education and aid in the development of a trained and skilled local workforce through the development of the one and two-year education programs. Both the City’s adopted Economic Development Plan and the Economic Development Council’s adopted 2010 – 2011 Priorities and Recommendations identify support of local two-year educational programs as critical to area job and business expansion and creation and overall economic diversification. FISCAL EFFECTS: In order to fulfill the directive in Section 1 of Resolution 4308 the City Manager must introduce a budget amendment to the current 2011 fiscal year budget appropriating general fund cash reserves in an amount equal to 1.5 mills ($121,175) and subject to approval by the City Commission. Additionally, the directive in Section 2 requires the City Manager to include a budget appropriation of 1.5 mills ($121,175) in the FY12 preliminary budget subject to approval by the City Commission. Report compiled on: January 4, 2011 Attachments: Resolution 4308 - 1 - COMMISSION RESOLUTION NO. 4308 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DIRECTING THE CITY MANAGER TO BRING BEFORE THE COMMISSION AN AMENDMENT TO THE CURRENT FY11 BUDGET TO APPROPRIATE THE EQUIVALENT OF 1.5 MILLS FROM GENERAL FUND CASH RESERVES FOR GALLATIN COLLEGE PROGRAMS AND TO DEVELOP A PRELIMINARY BUDGET FOR FY12 THAT INCLUDES 1.5 MILLS FOR THE SUPPORT OF GALLATIN COLLEGE PROGRAMS. WHEREAS, the City of Bozeman and its citizens have supported Montana State University and its land grant mission “to promote liberal and practical education of the industrial classes in the several pursuits and professions in life” since its inception, as shown by their joint donation with Gallatin County, in 1893, of the property and resources on which the original Montana State College and Agricultural Station was built; and WHEREAS, the Bozeman City Commission in 2011 wishes to show the same foresight as was shown in 1883, this time by making another substantial contribution to higher education to facilitate the two year college within Montana State University now referred to as Gallatin College Programs; and WHEREAS, the City Commission, on the 3rd day of August, 2009, adopted Resolution 4195 thus approving the City of Bozeman Economic Development Plan; and WHEREAS, the City of Bozeman Economic Development Plan enumerates six general economic development goals and specific strategies providing a framework in which the City, the business community and key stakeholder groups can plan, prioritize and implement economic development activities for the benefit of all citizens of Bozeman; and WHEREAS, the City Commission, on the 3rd day of January, 2011 approved the City of Bozeman’s Economic Development Council’s 2010 – 2011 Priorities and Recommendations; and WHEREAS, the City of Bozeman’s Economic Development Council’s 2010 – 2011 Priorities and Recommendations enumerates six specific yet interrelated priorities and recommendations that build upon our City’s existing advantages and position the community to excel by supporting and encouraging growth and expansion of existing businesses, attracting and retaining new businesses, increasing investments and creating jobs; and WHEREAS, the City of Bozeman Economic Development Plan Development Goal number three encourages support for education and workforce development initiatives to - 2 - provide Bozeman with the qualified workers to meet the needs of business; and WHEREAS, the City of Bozeman’s Economic Development Council’s 2010 – 2011 Priorities and Recommendations 6, Workforce Development, specifically recommends supporting the efforts of MSU to create Gallatin College Programs and expand two-year degree and job training and certification programs; and WHEREAS, Montana State University Bozeman received approval from the Montana Board of Regents to provide local two-year education programming through Gallatin College Programs; and WHEREAS, the Montana University System through the College! Now initiative has prioritized the need to increase affordability and accessibility of two-year education statewide; and WHEREAS, the development of a trained and skilled local workforce would be improved by the development of the one and two-year education programs; and WHEREAS, the state and local employment projections show that many of the fastest growing jobs require at least a postsecondary certificate or associate degree; and WHEREAS, many of Bozeman’s largest industries, including healthcare, hospitality, building trades and service businesses, employ workers with one-year certificates and Associate Degrees; and WHEREAS, Resolution 4308 and the attached funding of Montana State University’s Gallatin College Programs is offered in support of the Montana Board of Regents desire for local funding support for two-year education, expressed at the May 27-28, 2010 meeting of the Montana Board of Regents; and WHEREAS, 1.5 mills are local levies in support of similar institutions in other communities in Montana. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, to wit: Section 1 In support of Gallatin College Programs, the City Commission does hereby direct the City Manager to bring before the city commission an amendment to the current 2011 fiscal year budget appropriating general fund cash reserves in an amount equal to 1.5 mills for the support of Gallatin College Programs and to aid the development of two-year education programs, services and operations. Section 2 In further support of Gallatin College Programs, the City Commission does hereby direct the City Manager to include in the City Manager’s FY12 preliminary budget an appropriation of 1.5 mills for the support of Gallatin College Programs and by doing so the City Commission indicates its commitment, subject to approval of the FY12 budget pursuant to law, to appropriate the value of up to one and one-half (1.5) mills in FY12 to support the establishment of Gallatin College Programs and aid the development of two year education programs, services and operations. - 3 - Section 3 That should it be found by any court of competent jurisdiction that any section, clause, portion, sentence, word, or phrase of this resolution is deemed to be contrary to any existing law or regulations, that in this instance, it is the intent of the City Commission of the City of Bozeman, Montana, that all other portions, sections, words, clauses, phrases, or paragraphs of this document shall remain in full force and effect.
