MEETING DATE: January 3, 2011 AGENDA ITEM TYPE: Consent RECOMMENDATION: Recommend commission approve Resolution No. 4306 BACKGROUND: The Bozeman Fire Department applied for and received a Federal Fiscal Year 2009, Federal Emergency Management Agency (FEMA) FIRE Grant to install Opticom controls on those intersections in town that currently do not have this feature. Opticom is a Traffic Signal Preemption system that is installed on most new intersections in our community. The system allows the Fire Department to take “control” of the traffic signals for a brief amount of time allowing them to more safely pass through the intersection. Lights are turned green in the direction of response vehicle travel and red in the remaining directions. Upon passage of the emergency response vehicle the intersection returns to normal operation. Opticom assists in decreasing response times to the customers in our community. The traveling public benefits from reduced accident potential, and facilitation of their ability to continue forward movement to a safe location to pull over. Motorists frequently stop in the middle of intersections causing a significant traffic safety hazard to responders and other drivers. These grant funds will provide the needed hardware on the remaining intersections as well as several response vehicles that are not currently capable of activating the system. This will complete one of the Fire Impact Fee Capital Improvement items with a significant amount of Federal funding assistance. 51 UNRESOLVED ISSUES: None ALTERNATIVES: Do not accept grant funds and don’t complete project at this time. FISCAL EFFECTS: This grant will result in $17,280 of Fire Impact Fee Funds being expended as local match for $155,521 of FEMA grant dollars. The total project cost is $172,801. The only other item that Fire Impact Fee item scheduled for expenditure is repayment of the Fire Station #3 Loan. We are currently ahead-of-schedule for repayment of that loan by nearly $300,000 and have collected $58,000 in Fire Impact Fees this fiscal year. Based on this, we recommend utilizing a small amount of this year’s Fire Impact Fee revenue to match this substantial federal grant. ALTERNATIVES: As suggested by the City Commission. WHEREAS, the City Commission did, on the 21st day of June, 2010, adopted the City Manager’s Budget Recommendations for Fiscal Year 2010-2011 (Fiscal Year 2011) as the Preliminary Budget; and WHEREAS, the City Commission did, on the 13th day of September, 2010, after due and proper legal notice, conduct a public hearing on the proposed municipal budget; and WHEREAS, the City Commission did, on the 13th day of September, 2010, adopt Resolution No. 4282 - A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, APPROPRIATING FUNDS FOR VARIOUS BUDGET UNITS, AND FURTHER ESTIMATING REVENUE NECESSARY TO OPERATE AND MAINTAIN SERVICES OF MUNICIPAL GOVERNMENT FOR THE FISCAL YEAR ENDING JUNE 30, 2011.; and WHEREAS, the City Commission did, on the 3rd day of January, 2011, after due and proper legal notice, conduct a public hearing on the proposed budget amendment. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, to wit: Section 1 The City Commission of the City of Bozeman, Montana, does hereby authorize, in addition to revenues estimated previously, the following revenues: Budget Unit ADDITIONAL REVENUE Fire Impact Fee Fund – Federal Grants $155,521 53 - 2 - Section 2 The City Commission of the City of Bozeman, Montana, does hereby authorize, in addition to appropriations authorized previously, the following expenditures: Budget Unit ADDITIONAL APPROPRIATION Fire Impact Fee Fund – Opticom Equipment $172,801 Section 3 These additional appropriations will install Opticom hardware on intersections in city limits. Total project cost is $172,801, Federal Emergency Management Agency (FEMA) grant dollars will fund $155,521, and Fire Impact Fee revenues will cover the remaining $17,280, as local matching requirement. Section 4 That should it be found by any court of competent jurisdiction that any section, clause, portion, sentence, word, or phrase of this resolution is deemed to be contrary to any existing law or regulations, that in this instance, it is the intent of the City Commission of the City of Bozeman, Montana, that all other portions, sections, words, clauses, phrases, or paragraphs of this document shall remain in full force and effect.
