SUBJECT: Recommendation for FY12 / FY13 CTEP projects

RECOMMENDATION: Approve the list of CTEP projects for FY12 and FY13, as
recommended, authorizing staff to make application to CTEP for all approve projects.
BACKGROUND: The Community Transportation Enhancement Project (CTEP) is a
federally funded program that provides funding each year for qualifying projects. Bozeman
currently receives about $160,000 in CTEP funding each year. The funding is accumulative and,
once received, does not go away until it is spent. CTEP funding requires a 13.42% match.
All projects must be approved by the City Commission and then by the CTEP authority in
Helena.
Bozeman currently has a Shared Use Pathway CTEP project underway along College and
Huffine. Funding for this project has been identified as “allocated” and is not reflected in the
current “unallocated” funds amount. Bozeman has approximately $300,000 remaining in our
unallocated CTEP funds. It is anticipated that Bozeman will receive an additional $160,000 in
FY12 but that is not guaranteed. If received, Bozeman’s unallocated funds total would be
$460,000.
The list of projects being recommended by staff is a result of working with a CTEP Steering
committee comprised of representatives from;
· Montana Department of Transportation (MDT)
· Gallatin Valley Land Trust (GVLT)
· Bozeman Pedestrian and Traffic Committee
· Downtown Business Association (DBA)
· Bozeman Bicycle Advisory Board
· City Engineering staff

· City Street Superintendent
· City GIS staff
· City Planning staff
· City Parks and Recreation Director
This committee solicited project ideas and input from a variety of interest groups and
individuals. The committee also considered documents such as the Bozeman PROST Plan,
Pedestrian and Traffic Study, Bozeman Sidewalk and Curb project list, Commission Work Plan,
Bozeman CIP Plan, and the N. 7th Urban Renewal District Improvements project list.
The projects being recommended were selected using the following criteria;
· Commission direction
· Level of use
· Ability to complete connections
· Opportunity to work with partners
· Amount of unallocated CTEP funding available
By having multiple projects approved by the commission, staff is able to submit one project
application to CTEP for approval, which would include all commission approved projects. This
saves the City time and money.
The total combined estimated cost for all recommended projects is $442,000. Below is the list of
recommended CTEP projects for FY12 / FY13:
1) Accessible Curbs and striped crosswalks;
a. S. Grand and W. Hayes
b. 5th and Alderson
c. 5th and Dickerson
d. 5th and Story
e. 6th and Curtis
f. 6th and Story
g. 7th and Alderson
h. 7th and Curtis
i. 7th and Dickerson
Total estimated cost - $125,000
2) Separated 10’ paved pathway along South side of Oak between Rouse and Kmart. (.6 miles)
$105,000
-County has allocated $90,000 in CTEP funds toward this project to complete the section
along the Fairgrounds. City’s share ($105,000) would pay for the sections along Westlake’s
and the State’s properties.-
3) Sidewalk along South side of Oak, east of 25th. (681’ Aspen Meadows to Santa Fe Red’s /
191’ is along N. 9th Park) $28,000
4) Sidewalk along South Side of Tschache, Rose Park frontage. (395’) $16,000

5) Sidewalk along south and west sides of Centennial Park. (352’ Cottonwood to Grand / 343’
Grand to Aspen) $35,000
6) Sidewalk along North side of Oak, Rose Park frontage. (260’ existing 5’ sidewalk + 560’ no
sidewalk = 820’ total) $35,000
7) Sidewalk along South side of Durston, between Flathead and Meagher. (.4 miles) $98,000
UNRESOLVED ISSUES: It is not known whether or not the City will receive $160,000 in
CTEP funds for FY12.
ALTERNATIVES: Complete as many approved projects as funding allows.
FISCAL EFFECTS: As stated earlier, the city has a current balance of approximately $300,000
in unallocated CTEP funding. A 13.42% match is required on all CTEP projects.
Based on $300,000 the City’s 13.42% obligation would be approximately $40,000. The
additional $160,000, if received, would increase the City’s match by about $21,000, or a total of
$61,000.
Matching funds for CTEP projects are budgeted from the City’s General Fund. The amount is
determined by what projects are underway and how much those projects cost. There is a current
balance in the General Fund of $45,112.94 to be used toward CTEP match.
