HomeMy WebLinkAbout10-28-10 Historic Preservation Advisory Board Minutes Bozeman Historic Preservation Advisory Board Minutes – October 22, 2010 Members in attendance: Mark Hufstetler (Chair), Lora Dalton, Crystal Alegria, Dale Martin, Boone Nolte, Ryan Olson, Paul Reichert, Lesley Gilmore, Courtney Kramer (City Liaison), Carson Taylor (Commission Liaison). Quorum established. Guests in attendance: Jared Infanger and Jecyn Bremer, applicants for Board positions I.Meeting was called to order at 6:30 pm. II.A motion to approve the September 2010 minutes was approved unanimously. III.No ex parte communication reported between BHPAB members and Commissioners. Discussion with Board applicants IV.: Mark welcomed guests and said they are both interested in serving on this advisory board. Jarad said he was a new graduate student at MSU with a strong appreciation and interest in historic preservation and architecture, and that he wanted to participate in Bozeman’s preservation as he pursues his new degree in this field. A motion was made to recommend Jecyn and Jarad to the city commission for approval to serve on this board. The motion passed unanimously. Chair Report (Project Review): V.A special subcommittee of (Leslie, Paul, Lora, Boone and Mark) reviewed the engineer’s letters and professional material on the Brewery wall. Mark said the Design Review board recommended denial of the demolition permit. The rationale was that the city did not get the cost comparison details it asked for from the engineers (to compare the cost of rehabilitation vs. costs of demolition) and that the DRB felt that some value is still inherent in the wall. A discussion followed about how the city can deal with future development projects that impact historic resources. Paul said that some Montana towns have used formal development agreements as a way to bind local government actions with commitments from private developers. Mark handed out the Northeast Neighborhood Association’s motion regarding the proposed Brewery demolition, noting that they support keeping the brewery wall intact, and want it used for some future Page 1 development. There was also some discussion about the demolition by neglect ordinance that is being considered, a step forward in preventing these situations where developments are planned, but then abandoned, and historic assets are damaged or lost in the process. Subcommittees VI.: th  The next Planning & Policy Subcommittee will be November 9 at 6:30 PM, at Mark’s house.  Ryan discussed the upcoming cemetery tour. The next Education & Outrech Subcommittee will be November 1 at 6:30, at Jane’s house. Additional Discussion VII.: There was some discussion on future home owners seminars or tours on how to take care of historic homes. This might help educate homeowners that live in historic districts. May is preservation month. We discussed having a movie and/or fundraising effort is it could be organized and doing a function at the Ellen Theater. Courtney mentioned she may be applying for Preserve America grant or a Save America Treasures grant with the Ellen. VIII.Adjournment. Page 2
