Summary
This change order consists of two Work Change Directives (WCD) and seven Change Proposal

Description
WCD 1 Over Excavation and Backfill
Unsuitable material was found during the excavation of the digester. This change provides for
removal and replacement of this material. Documentation included for this change is WCD 1
and CPR 1 with a detailed breakdown of costs.
WCD 2 CPR 8, 10, 11
This change includes the addition of a gas pressure control valve, the modification of the
Dewatering Building to include two colors and the increase in size of joists for the upper roof of
the Digester. Documentation included for this change is WCD 2 with attachments that include a
detailed breakdown and recommendation.
CPR 2.1 Gas Building Relocation
The change involves the relocation of the gas building in order to avoid conflicts with the
installation of the Utilidor. The change resulted in cost savings. Documentation for this change
includes CPR 2.1 with a cost breakdown and recommendation.

CPR 4.1 Ferric Area Conduit
This changes the electrical conduit in the vicinity of the Ferric Chloride tanks from a rigid steel
conduit to a PVC conduit to avoid problems with corrosion at this location. Documentation for
this change includes CPR 4.1 with a cost breakdown and recommendation.
CPR 6 Phone Change
This change removes the phone handsets included in the contract. The phone system used by
the plant has changed since the project was designed and the phone handsets are no longer
required. Documentation for this change includes CPR 6 with a cost breakdown and
recommendation.
CPR 7 Flood Detector Modification
This change modifies the flood detectors for the buildings. The flood detectors were changed
based on Owner input to reflect the needs of the project. Documentation for this change
includes CPR 7 with a cost breakdown and recommendation.
CPR 13 Split Face CMU
This change modifies the CMU block on the digester turret from a plain block to a split face
block. The aluminum panel system that was originally intended to shield the CMU wall was not
awarded as part of the project. The split face block improves the look of the building at a much
less cost than the aluminum panel system. Documentation for this change includes CPR 13
with a cost breakdown and recommendation.
CPR 14 Digester Gas Pipe
This changes the type of natural gas piping in the digester from steel to stainless steel. The
stainless steel pipe is required due to corrosion concerns. Documentation for this change
includes CPR 14 with a cost breakdown and recommendation.
CPR 15 Add Control Cables
This change adds control cables from the dewatering building to a control panel that was
installed by the Phase 1 contractor. These cables were not included in either contractor's scope
of work. Documentation for this change includes CPR 15 with a cost breakdown and
recommendation.
, CPR 16/16A Dewatering Building Wall
This change provides for acceptance of a portion of the dewatering building wall that does not
meet specifications. The contractor has agreed to provide a credit in lieu of removing and
replacing the wall. The acceptance of the wall does not impact the functionality of the building,

Gas Building Relocation
Move the Gas Building 17.67 feet north of staked location so that the north building of the G
Building and the north wall of the Solids Dewatering Building align, The following piping
changes are required:
1. Piping from Digester to Gas Building (Sheet 11 00c02)
a, 6-DG length is reduced approxim 18 f eet
b. 4-D length is reduced approximately IS feet
2. Piping entering towards north end Of West wall of Gas Building (Sheet 1100D03)
a. 4-DG (north line) - Extend line directly east to relocated Gas Building instead of
90 degree bends and eastWest run shown along grid line D. Line will need to be
shifted approximately I foot to north to increase distance between 4-DG(south
line), Length is reduced approximately 17 feet.
b. 4-DG (South line) - Extend line directly east to relocated Gas Building instead of
go degree bends and east/west run shown along grid line D. Length is reduce
approximately 18 feet.
c, 2-NG (2 lines) - Reroute natural gas lines so they enter relocated Gas Building at
locations shown on 1100D07. This will eliminate the east/West runs along grid
line D.
d, 6-DG - Move line where it enters Solids Dewatering Building to fine up with Gas
Building location. No change in piping length.
I Piping entering towards south end of West wall of Gas Building (Sheet 1100D01)
10-DG —Extend from planned wall Penetration location on Sheet 1100D03 to
planned wall penetration location on Sheet 1100D07 exterior of buildings. Will
require approximately 18 feet Of additional pipe and 45 degree bends shown will
need to be changed to 90 degree bends.
b. 2-NG- Extend from planned wall penetration location on Sheet I100}D03 t
planned waif penetration location on Sheet 11 COD07 exterior of buildings. Will
require approximately 18 feet of additional pipe and 45 degree bends shown will
need to be changed to 90 degree bends.

5. Future Digester Lines — Sheet 1100D01 - Extend two future 6-DSL lines from blind

The proposed remedial work, as previously stated in the August 2, 2010 MCCI letter, would consist of the
following:
1. Modify the three (3) northern pilaster foundations of the truck canopy that are attached to the
Dewatering Building
2. The pilasters would retain the same cross section.
3. The pilaster footings would be lowered to the Dewatering Building foundation slab.
4. The pilaster would be extended down to the relocated footing elevation with the top of the
pilaster remaining at elevation 4604.00.
5. The full height of the pilaster would attach to the Dewatering Building as indicated in Section Z
on Drawing 1100507.
In addition MCCI will provide a credit of $8,000.00 to The City of Bozeman.

RECOMMENDATION: Motion and vote to approve and authorize City Manager to sign
Bozeman Water Reclamation Facility, Digester No. 3 and Solids Dewatering Building Project —
Change Order No. 1.
BACKGROUND: Attached is a copy, of change order number I for the above referenced
project. This change order includes nine items. Four of the items are credits while the other five
are additions. Pages two and three of the document titled "Change Order No. 1 Summary"
provides a short description of each of the items involved with this change. Additionally, the
remainder of the document contains the detailed backup cost information for each item. No
change in contract time is being provided with this change.
The Substantial and Final Completion Contract Times are not changed. The final recommended
increase in cost and time extension for this change is reasonable and commensurate with the
work involved.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: Overall this change order increases the contract amount by $22,826.10
from $5,298,965.00 to $5,321,791.10. This will decrease the contingency on the project from

COMMISSION RESOLUTION NO. 4295
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, APPROVING ALTERATION/MODIFICATION OF CONTRACT
WITH MCALVAIN CIVIL CONSTRUCTORS, INC., BOISE, IDAHO.
WHEREAS, the City Commission did, on the 17th day of February 2010, authorize award of the
bid for the Bozeman WRF Digester No. 3 and Solids Dewatering project, to McAlvain Civil Constructors,
Inc., Boise, Idaho; and
WHEREAS, Section 7-5-4308, Montana Code Annotated, provides that any such alterations or
modifications of the specifications and/or plans of the contract be made by resolution; and
WHEREAS, it has become necessary in the prosecution of the work to make alterations or
modifications to the specifications and/or plans of the contract.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that the proposed modifications and/or alterations to the contract between the City of Bozeman, a
municipal corporation, and McAlvain Civil Constructors, Inc., as contained in Change Order No. 1, attached
hereto, be and the same are hereby approved; and the City Manager is hereby authorized and directed to
execute the contract change order for and on behalf of the City; and the City Clerk is authorized and directed
to attest such signature.
