Jenny welcomed the group back. Several members were unable to attend. The group engaged in a discussion about medical MJ (off agenda). Special presentations -Jenny introduced a list of priority pieces of legislation that resulted from a recent state Justice Department task force (Jenna was part of this effort, although not present to provide the most current status). Jenny is working on including state & local policies on the MSU website. -Other communities have found it useful to utilize a website to collect community perspectives related to alcohol (e.g., input on policy, neighborhood problems). The CAC initially had an email address but this was never utilized. This could possibly be housed on the MSU health promotion site in the future. -The group discussed next efforts related to the social host ordinance given recent disruptions in the state media efforts to advocate for the policy locally. One piece of state legislation would allow counties to pass social host laws (this effort was defeated in 2009). The group agreed that the social host ordinance would be best approached as a county measure since this would encompass a broader area. -Jenny introduced a DUI brochure that her staff has been working on (funded by the DUI TF). This is intended to be disseminated on campus and within the community, ideally included in utility bills or modified into door hangers for the campus neighborhoods) as in the past. Jenny asked the members present to review the draft and provide input. Action Items -The group discussed the relative merits of advocating for state policy versus community ordinances, at least for some policies. In the past, the CAC was successful in moving the City ordinance to the state level. This resulted in a state-wide keg registration law (one of the CAC’s ‘priority’ policies. The group will continue to discuss these processes as legislative priorities become known. -The group discussed over-service at local establishments, including results of recent compliance checks. Jason is involved in these efforts and was able to illuminate specific issues, including the legality of bars serving drinks in “go” cups. He pointed out that if bar staff are knowingly allowing open drinks to leave the establishment they could face sanctions from DOR. Much of the current regulation around on and off site sales remains unclear.
