Item #1 — Call the meetin&toorder:
Chairperson Tuckerman called the meeting to order at 1:05pm.
Introductions were made to the new City Commission Liaison, Carson Taylor,

0 Boardmember Craft would like to add his support regarding adding trees to both sides of the
Veterans Wall.

Chairperson Tuckerman noted that the comment made during public comment that a member of
the BhdQerSki Foundation being appointed to the Board is a conflict of interest is a false statement.
There are mo members of the BriUQer Ski Foundation serving as voting members of the Cemetery
Advisory Board.

Chairperson Tuckerman asked for clarification on what City Forester Ryon Stover meant when he
said the goal of the Forestry Department is to have a tree planted on every available space.
Forester Stover was not available to clarify and Chairperson Tuckerman said he did not need
clarification, he was just curious what that meant.

• Appreciates the way the stones were taken care of last year
• Suggested memorializing trees, itlsa reasonable approach that io done often, if someone wanted
10 stop by he would help with drawings
• He discussed the situation regarding Debra Ditemnn and said she vvoo1d never get over the damage
to her stones and what she was told caused the problem.
• He had a call from Mrs. Breeden had asked him if corners could be glued back on. It is in plot 143
under the name ofRowe. He said the damage situation ix going to hit critical mass and someone
needs tn address the situation ona regular basis.

Encouraging the board todo something regarding the trees; try to get a package deal together thxt
would include the funeral home, the monument businesses, and nurseries,
Instead of just growing trees in a row, group them together artistically,

but she wants to public to know that discussions have taken place regarding the damages. The
staff has worked very hard trying to come Vp with ideas, She doesn't want the public to think that
the board has not taken this situation seriously,

m Boardmember Craft agrees with Joyce on the trees and a member of the Marine Corp League has
been working on getting donations for trees by the Veterans Section and the American Legion will
be planting some trees. |t isn't moving as quickly but itis being worked on,

Currently working on the budget process including CPI requests, C1P item information indudez
• The backhoe was moved toa later year
• The columbarium has been requested, the final decision is up to the Finance
Director
• Crews are contimuinQthe use nf the growth regulator, the grass grows out not up. The cost is
expensive anywhere from $4DOtoAQDO per 2}f gallon jug. The regulator does not lower the
wuterneedsbutdoesredwcethecarbonimnp/int because mowers will not have to run asoften,
• ATnee Donation program has been discussed, they would like to fuse the plan into the master plan
• Blake Weber is unable to assist with the Master Plan; he is in his last semester of college and will be
unavailable to help
• The Human Demographics class at IVISU will be in the cemetery collecting information, they are
working on a project looking at different eras and time periods trying to figure out how people died
and possibly what brought them here, Foreman Surber ixhoping to have more information for the
May meeting
• The last lot in 129 sold today so they will open lot 130 next. Sections 138 and 133 have been
seeded and block 231 in the Veterans block isalso ready now
• Crews are starting to prepare for spring by getting equipment repaired and ready
• Perimeter water will not be worked oo this year, getting trees planted inside the cemetery where
people are being buried now |s a higher priority. Staff is aware the Board wants to work onthe
perimeter trees uo they can start growing now, There are certain areas along the perimeter that if
trees were planted could be watered using the well provided by the 8ridgerSki Foundation
• The water used in the cemetery was a flat rate fee but now a hackflovv preventeris required and
the water will bemetered. The fees per month could run upto$OOOUa month which isgoing to
take a chunk out of the operations budget
• Budget constraints wiIII dictate what can and cannot be done within the cemetery, if staff has to
decide whether new backhoe is needed for burials ordV they use those funds to purchase trees
• The co|umnbariurnis about 9096 full, there are only 11 niches left. The Finance Director is aware of
the costs and what the situation isa1 this time
• The Forestry Department will be asked to move 2 trees from the nursery to be planted on either
end mf the Veterans Wall

0 No deviations were requested since the last meeting.
O Item #6 — Veterans Wall Update:
Boardmember Craft provided the following information:
• $78963.0Q has been collected since the inception of this project
• $61,809.50 has been spent thus far

0 48 panels have been sold for the All Veterans Memorial Wall, generating $5,125 with $3
out for expenses, $1,9SOis still owing to Butte Granite Works
p 23 panels are up, 26panels are ready tmbe put up once the snow isgone
w The damaged block of the Vietnam Veterans Wall will be sent out to get repaired once the snow
has melted
0 The east block wall will be put in once weather permits, this helps keep the snow from the Wall
O:49:48- Item #7 — Master Plan subcommittee appointment confirmation:
• M5U Student Blake Weber will not be able to assist; heis finishing his last semester ofCollege.
• Boardmember Ball agrees to be on the subcommittee as well as Superintendent White and
Foreman Surber, Boardmember Springer will be asked ifhe is interested.
• Commission Taylor was brought up to speed on what has happened thus far toward the Master
Plan
• The Parks Department is working on building a kiosk that is more vandal proof that can be made in
mass production
• A meeting will be set up next week to start working on the Plan
O:5q:29- Item #8 — Set next -m — should be May 13, 2010:
• Roardmnennber Derby will not be available for the May 13 m
• The meeting will be rescheduled for May 6 th at the Lindley Center from 1:00 to 3:00pm
O:59:58- Item 49 — Lindley Center meeting dates 2010 & 2011:
• The Lindley Center is not available for the August meeting and the November meeting lands on
Veterans Day oo city staff will not beavailable.
• The August meeting will be moved from August 12to August 26
• The November meeting will be moved from November 11to November 4
2:OI:Z4- Item #10 — Other Business:
Commissioner Taylor thanked everyone for their civic duty, Ha wants the board tu think about
what they want from him. The water issue is huge, if conservation is not figured out it will cost a lot
of money, using city water to water grass is not the best solution but may be the only solution,
A Commission Report will be added to the agenda to update the Board on what the Commission is
working on.
Chairperson Tuckerman asked the Boardmembers to look over the Board & Ethics Document and
come back with any updates or changes, he noted 4 changes that he would like to have made:
o The ethics training that is required of board members
o Include the deviation form and information
• include the procedure for Chairperson Prutem
• Date the document
All member should go over the document, discuss the changes at the next meeting and list the
changes as an actionaction item it for the next meeting agenda

Motion: Boardmember Craft motioned to adjourn at 2:13.
Boardmember Ball seconded the motion.
The motion passed unanimously.
The meeting adjourned at 2:13pm.
Michelle Dipzinski, the recording secretary, will contact Chairperson Tuckerman, Superintendent White,
and Foreman Surber approximately three weeks prior to the next Wettffg to set up the agenda.
